They must have thought people would be mollified by their tabling of the carry restrictions on county property &#8211; some of which were illegal &#8211; so they have decided to bring up their proposal to regulate &#8220;commercial&#8221; outdoor shooting ranges.<\/p>\n<p>As I noted in an earlier <a href=\"http:\/\/onlygunsandmoney.blogspot.com\/2016\/03\/anti-gun-county-commissioners-in.html\" target=\"_blank\" rel=\"noopener noreferrer\">post<\/a>, the range of the Haywood County Sheriff&#8217;s Department would not meet the standards that the commissioners seem that they can require of &#8220;commercial&#8221; ranges. This range is also used by the Maggie Valley PD and the Canton PD. I&#8217;m not sure where the Clyde PD does their qualifications.<\/p>\n<p>The Waynesville PD uses the Waynesville Police Association range off of Howell Mill Road in Waynesville. This range would most definitely fail the new standards if it was applied to them. My former residence was approximately a mere 100 feet beyond the distance required from the range to an occupied building. Many of my former neighbors would not be so lucky. Moreover, this range fails the 300 foot property line setback requirement.<\/p>\n<p>I find it the height of hypocrisy to require a &#8220;commercial&#8221; range to jump through multiple hoops that the county by ordinance would exempt themselves from. As the alert from Grass Roots North Carolina makes clear, if you have a backyard private range and you allow a concealed carry instructor to use it, it becomes a &#8220;commercial&#8221; range. In late March, the board took<br \/>\ncomment on restrictions on display and carry of firearms on county<br \/>\nproperty and on<br \/>\na second ordinance restricting \u201ccommercial\u201d shooting ranges. In what<br \/>\nmight be a deliberate distraction by what many now see as the<br \/>\n\u201cHaywood County Board of Dictators,\u201d however, it appears that the<br \/>\nrestrictions on display and carry \u2013 which drew outrage from<br \/>\nhundreds of citizens \u2013 might have been intended to let the commission<br \/>\nslip through, with minimal opposition, restrictions to shooting on<br \/>\nprivate<br \/>\nproperty.<\/div>\n<div class=\"MsoNoSpacing\">\n<span style=\"font-family: &quot;arial black&quot; , &quot;sans-serif&quot;;\">&nbsp;<\/span><span style=\"font-family: &quot;arial black&quot; , &quot;sans-serif&quot;;\">THE FEINT?<\/span><\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\nAlthough the proposed ban on display and carry of firearms Haywood County property appears to have been removed from their<br \/>\nwebsite, you can see it at <a href=\"http:\/\/paracom.paramountcommunication.com\/ct\/34837557:WZav0eCGN:m:1:345463350:5EB66CB72F6FF06158A167D577966FC5:r\" target=\"_blank\" rel=\"noopener\">http:\/\/bit.ly\/1RA6x1U<\/a>.<br \/>\nIn response to withering opposition, the county seemed to blink in a<br \/>\nMarch 31 press release saying the ordinance would not be voted on during<br \/>\n their<br \/>\nApril 4 meeting. Interestingly, the item has not been returned to the<br \/>\nagenda for the April 18 meeting.<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\nGRNC President Paul Valone spoke against the proposal at a meeting attended by more than 400 GRNC members and county<br \/>\nresidents who uniformly opposed it. You can view his remarks in this <a href=\"http:\/\/paracom.paramountcommunication.com\/ct\/34837558:WZav0eCGN:m:1:345463350:5EB66CB72F6FF06158A167D577966FC5:r\" target=\"_blank\" rel=\"noopener\">YouTube Video<\/a>.<br \/>\n Although the Haywood County manager<br \/>\nattempted to justify the ban by claiming it had been on the books since<br \/>\n1995 and that the county was simply trying to comply with recent changes<br \/>\n to<br \/>\nthe law, in truth their proposal would unlawfully ban concealed carry<br \/>\nthroughout Allen\u2019s Creek Park.<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\nRather than justifying prohibitions on lawful citizens protecting themselves against criminals and terrorists, Haywood<br \/>\nCounty should join 12 other North Carolina counties which have recently <u>removed<\/u> such restrictions on county property. In a <a href=\"http:\/\/paracom.paramountcommunication.com\/ct\/34837559:WZav0eCGN:m:1:345463350:5EB66CB72F6FF06158A167D577966FC5:r\" target=\"_blank\" rel=\"noopener\">recent editorial<\/a>,<br \/>\n Robert A. Lovingood, Vice Chair of<br \/>\nthe San Bernardino County Board of Supervisors, responded to the<br \/>\nhorrific acts of terrorism in his county by advocating that selected<br \/>\nCounty employees<br \/>\nand concealed handgun permit holders be allowed to carry on county<br \/>\nproperty. Rather than sticking their heads in the sand, Haywood County<br \/>\ncommissioners should be looking to harden soft targets which are<br \/>\nvulnerable to both criminals and terrorists.<\/div>\n<div class=\"MsoNoSpacing\">\n<span style=\"font-family: &quot;arial black&quot; , &quot;sans-serif&quot;;\">THE REAL POWER GRAB?<\/span><\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\nThe<br \/>\n County Commissioners will vote Monday on an ordinance to define and<br \/>\nrestrict \u201ccommercial\u201d outdoor shooting<br \/>\nranges. Unfortunately, if a private property owner were to build even a<br \/>\nrudimentary structure for shooting on his property and then hired a<br \/>\nconcealed<br \/>\nhandgun instructor to conduct a class on the property for his family &#8212;<br \/>\neven once &#8212; that property would become a \u201ccommercial shooting<br \/>\nrange\u201d, requiring him to first obtain a permit from the county.<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\nSay you and a few<br \/>\nfriends just share the cost of a private club? Fuggedaboutit. No<br \/>\nexceptions are made for private clubs. If shooting takes place and money<br \/>\n changes<br \/>\nhands, you are the proud owner of a \u201ccommercial outdoor shooting range.\u201d<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\nAs<br \/>\n the<br \/>\nowner of a \u201ccommercial\u201d range, you would be subject to onerous<br \/>\nrestrictions, including requirements that shooting stations and targets<br \/>\nbe<br \/>\nmore than 300 feet from property lines and \u00bc mile from occupied<br \/>\nbuildings. You would have to build 6 foot fences, post warning signs,<br \/>\nstore<br \/>\nfirearms and ammunition per BATFE regulations, and restrict shooting to<br \/>\nwithin stipulated daylight hours. And if you liked those, you\u2019re going<br \/>\nto love this one, straight out of the proposed commercial range<br \/>\nordinance:<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<\/div>\n<div class=\"MsoNoSpacing\" style=\"margin-left: .5in; text-align: justify;\">\n<i>\u201c<b>Liability insurance. First, you<br \/>\ntried to restrict concealed carry in Allen\u2019s Creek Park in violation of<br \/>\nstate law. And although other restrictions on County property might be<br \/>\npermissible, creating \u201cvictim disarmament zones\u201d invariably leads<br \/>\nto predation of the lawful citizens by criminals, sociopaths, and<br \/>\nterrorists.&nbsp;<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\nRather<br \/>\nthan<br \/>\n justifying prohibitions on lawful citizens protecting themselves<br \/>\nagainst criminals and terrorists, Haywood County should join 12 other<br \/>\nNorth<br \/>\nCarolina counties which have recently removed such restrictions on<br \/>\ncounty property. In a recent editorial, Robert A. Lovingood, Vice Chair<br \/>\nof the San<br \/>\nBernardino County Board of Supervisors, responded to the horrific acts<br \/>\nof terrorism in his county by advocating that selected county employees<br \/>\nand<br \/>\nconcealed handgun permit holders be allowed to carry on county property.<br \/>\n Rather than sticking their heads in the sand, Haywood County<br \/>\ncommissioners<br \/>\nshould be looking to harden soft targets which are vulnerable to both<br \/>\ncriminals and terrorists.&nbsp;<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\nBut<br \/>\n now that proposal appears to be at least temporarily shelved in favor<br \/>\nof onerous restrictions which could prohibit<br \/>\nprivate property owners from shooting on their land. Under this<br \/>\nproposal, if a private property owner were to build even a rudimentary<br \/>\nstructure for<br \/>\nshooting on his property and then hired a concealed handgun instructor<br \/>\nto conduct a class on the property for his family &#8212; even once &#8212; that<br \/>\nproperty<br \/>\nwould become a \u201ccommercial shooting range\u201d, requiring him to first<br \/>\nobtain a permit from the county.&nbsp;<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\nAs<br \/>\n the owner of a \u201ccommercial\u201d range, he would be subject to onerous<br \/>\nrestrictions, including requirements that<br \/>\nshooting stations and targets be more than 300 feet from property lines<br \/>\nand \u00bc mile from occupied buildings.
