Butch Otter (R-ID) signed <a href=\"http:\/\/www.boiseweekly.com\/boise\/permitless-concealed-carry-gun-bill-clears-committee-sent-to-idaho-house\/Content?oid=3741834\" target=\"_blank\" rel=\"noopener noreferrer\">&#8220;permitless&#8221; concealed carry<\/a> (aka constitutional carry) into law on March 27th. It allows Idaho citizens age 21 and over to carry concealed without a permit within city limits. They already had this right outside city limits. This made Idaho<a href=\"http:\/\/freebeacon.com\/issues\/idaho-becomes-ninth-constitutional-carry-state\/\" target=\"_blank\" rel=\"noopener noreferrer\"> the ninth state to have constitutional carry.<\/a><\/p>\n<p>On Tuesday, the <a href=\"http:\/\/billstatus.ls.state.ms.us\/2016\/pdf\/history\/HB\/HB0786.xml\" target=\"_blank\" rel=\"noopener noreferrer\">Mississippi House of Representatives concurred<\/a> with the Mississippi Senate on amendments to HB 786. The Senate amendments expanded what was originally just a church carry bill into one that included that and constitutional carry. The amended bill passed both houses with veto proof majorities. <a href=\"http:\/\/www.ammoland.com\/2016\/04\/ms-permitless-or-constitutional-carry-goes-to-governor-bryant\/#axzz459wzyFaz\" target=\"_blank\" rel=\"noopener noreferrer\">The bill now goes to Gov. Phil Bryant (R-MS)<\/a> who is expected to sign the bill. That would make Mississippi the tenth state to have constitutional carry and the third to pass it this year. <a href=\"http:\/\/www.nationalreview.com\/corner\/433722\/mississippi-constitutional-carry-bill-not-nullification\" target=\"_blank\" rel=\"noopener noreferrer\">Some have criticized the bill as also including &#8220;nullification&#8221;<\/a>. &nbsp;Actually the bill doesn&#8217;t include nullification as it merely states that Mississippi officials and law enforcement don&#8217;t have an obligation to enforce Federal gun control laws which is in line with existing Supreme Court precedent.<\/p>\n<p>Given that the number of states with constitutional carry has increased to 10, Rob Vance and I concluded it was time to update the graphic showing the spread of freedom. The graphic below shows how the United States has moved from no carry to shall-issue and permitless carry over the last 30 years. <a href=\"http:\/\/onlygunsandmoney.blogspot.com\/2011\/10\/every-picture-tells-story.html\" target=\"_blank\" rel=\"noopener noreferrer\">As I said a few years ago<\/a>, shall-issue is the new norm. While correlation isn&#8217;t causation, I do think this is significant. When this graphic was first developed, <a href=\"http:\/\/onlygunsandmoney.blogspot.com\/2011\/12\/every-picture-tells-story-part-two.html\" target=\"_blank\" rel=\"noopener noreferrer\">Rob noted<\/a> that there was no positive correlation between carry and violent crime. Unfortunately, he also noted that a negative correlation has not yet been proved. Linoge at Walls of the City has been studying gun ownership and the incidence of violent crime for a number of years. His latest is posted <a href=\"http:\/\/www.wallsofthecity.net\/2015\/09\/graphics-matter-year-the-sixth-part-two.html\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>. He has a similar result.
