Their response is a bit more detailed than the NRA response and they note that they will be issuing more responses as the days go by. They bring up a good point about making the shipper &#8211; not the recipient dealer &#8211; responsible for reporting guns lost or stolen in transit.<\/p>\n<blockquote class=\"tr_bq\">\n<div align=\"center\" style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 19px;\">\n<b>NSSF Statement: &#8220;Executive Actions to Reduce Gun Violence and make Our Communities Safer&#8221;<\/b><\/div>\n<div align=\"left\" style=\"font-family: Arial, Helvetica, sans-serif; font-size: 13px;\">\nWe<br \/>\n all share the goal of reducing the intentional misuse of guns and<br \/>\nenhancing the safety of our communities. As the trade association for<br \/>\nthe firearms and ammunition industry, the National Shooting Sports<br \/>\nFoundation (NSSF) will carefully review all aspects of the executive<br \/>\nactions that President Obama announced today. Much remains to be spelled<br \/>\n out. In the interim we have some initial reactions:<\/div>\n<ul style=\"font-family: Arial, Helvetica, sans-serif; font-size: 13px;\">\n<li>We support further resources being allocated to staffing and<br \/>\nincreasing operational hours for the FBI&#8217;s National Instant Criminal<br \/>\nBackground Check System (NICS) to make the system more efficient and<br \/>\nresponsive.<\/li>\n<li>We represent Federal Firearms Licensees (FFLs). The criteria<br \/>\nfor what will constitute being &#8220;engaged in the business&#8221; going forward<br \/>\nneeds considerable clarification and raises questions about<br \/>\nenforceability.<\/li>\n<li>The number of firearms lost or stolen while in transit to or<br \/>\nfrom FFLs is less than 0.15 percent of the number manufactured and<br \/>\nimported in a given year. In these rare occurrences, FFLs already<br \/>\nactively participate in ATF&#8217;s long-standing voluntary reporting program<br \/>\nand FFLs and common carriers work closely with ATF to investigate them.<br \/>\nProposals to make a shipping FFL responsible for tracking and reporting<br \/>\nfirearms no longer in their inventories, after the legal title has been<br \/>\ntransferred to the purchaser, are misdirected, as the receiving FFL is<br \/>\nin the best position to know if it receives its shipment.<\/li>\n<li>We have long called for the effective enforcement of the<br \/>\nnumerous laws already on the books regarding the criminal misuse of<br \/>\nfirearms and would encourage the administration to carry through on this<br \/>\n directive.<\/li>\n<li>NSSF has been working actively since early 2013 through our<br \/>\nFixNICS initiative to encourage states to report all appropriate<br \/>\nadjudicated mental health records to NICS and has succeeded in getting<br \/>\nlegislation passed in more than a dozen states. We welcome the<br \/>\nadministration&#8217;s attention to this issue.<\/li>\n<li>With regard to the development of &#8220;smart-gun&#8221; technology, the<br \/>\nindustry has never opposed its development. How additional government<br \/>\nresearch into this technology would advance it is unclear. Law<br \/>\nenforcement agencies and consumers themselves will have to make the<br \/>\ndetermination whether acquisition of firearms with this technology<br \/>\n&#8220;would be consistent with operational needs,&#8221; as the White House itself<br \/>\nstates.
