In the meantime, a report from the North Carolina Sheriffs Association directly contradicts their assertions that the sheriffs are the ones best placed to determine who should be allowed to purchase a handgun. They have been arguing that sheriffs know more about the people in their county than what is contained in the FBI&#8217;s NICS database.<\/p>\n<p>HB 937 passed in the 2013-2014 session of the General Assembly <a href=\"http:\/\/onlygunsandmoney.blogspot.com\/2013\/07\/agreement-reached-on-hb-937.html\" target=\"_blank\" rel=\"noopener\">required sheriffs to submit a report<\/a> assessing how many existing pistol purchase permits were still held by disqualified persons. The bill as passed allowed for the North Carolina Sheriffs Association to submit one report compiling the results from all 100 sheriffs. Let&#8217;s just say the results are not exactly what the NCSA wishes to be known.<\/p>\n<p>Grass Roots North Carolina details the results in the alert below. Their<br \/>\nobjections have been a moving target as they first claimed sheriffs<br \/>\n\u201cknow\u201d their constituents and \u201cknow\u201d who is unfit to get a permit; then<br \/>\nthey claimed the National Instant Background Check<br \/>\nSystem is inadequate to conduct criminal background checks (although in<br \/>\ntruth most sheriffs conduct only a NICS check prior to issuing a<br \/>\npermit);<br \/>\nfinally, they shopped the argument that relying on NICS for<br \/>\npoint-of-purchase checks would somehow undermine the sheriff and empower<br \/>\n the federal<br \/>\ngovernment \u2013 an argument rendered ridiculous if you understand that <em><u><strong>sheriffs are required by law to do NICS checks prior to<br \/>\nissuing purchase permits<\/strong><\/u><strong>.<\/strong><\/em><\/p>\n<p>                                                           <strong><span style=\"font-size: medium;\"><span style=\"font-family: Arial Black;\">Sheriffs\u2019 own report an indictment of the system<\/span><\/span><\/strong><\/p>\n<p>         So imagine our surprise when we discovered that the NCSA had<br \/>\nquietly shelved its own report describing what complete chaos the pistol<br \/>\npurchase permit system is in, and how many permits might currently be<br \/>\nheld by criminals. Under HB 937, passed in 2013, sheriffs were required<br \/>\nto<br \/>\ndevelop a report indicating how many disqualified persons still held<br \/>\npermits which are valid for 5 years and allow them to bypass background<br \/>\nchecks<br \/>\nvia NICS. They were also required to revoke invalid permits. To see the<br \/>\nNCSA report, <a href=\"http:\/\/paracom.paramountcommunication.com\/ct\/28437631:27287971685:m:1:345463350:810D004F73ADB241E5EF8223E6262C19:r\" target=\"_blank\" rel=\"noopener\"><strong>CLICK HERE<\/strong><\/a> (or go to:<br \/>\nhttp:\/\/grnc.org\/documents\/NCSA-PPP-Revocation-Report-2014-FINAL.pdf). <\/p>\n<p>                                                                     <strong>Some highlights from the NCSA report with most in sheriffs\u2019 own<br \/>\nwords:<\/strong><br \/>                                                                     <\/span><\/div>\n<ul>\n<li><span style=\"font-family: Calibri,Helvetica,Arial,sans-serif; font-size: 11pt;\">\u201c[NICS] reports included 165 or 23.5% of permits being subject to revocation in Camden<br \/>\nCounty and 35,488 or 38% of permits being subject to revocation in Mecklenburg County.\u201d<\/p>\n<p>                                                                         <\/span><\/li>\n<li><span style=\"font-family: Calibri,Helvetica,Arial,sans-serif; font-size: 11pt;\">\u201c\u2026sheriffs\u2019<br \/>\noffices<br \/>\n [submitted] 674,806 permits for review representing 344,338 different<br \/>\npermit holders. CJLEADS returned 26,637 permits to sheriffs as subject<br \/>\nto revocation due to an event or condition that occurred subsequent to<br \/>\nthe issuance of the permit that would have disqualified the individual<br \/>\nfrom<br \/>\nreceiving a pistol purchase permit at application.\u201d [That rate is about<br \/>\n4%, or four times higher than NICS, suggesting that the PPP system is<br \/>\n<strong>*<\/strong><em><strong>inferior<\/strong><\/em><strong>*<\/strong><em><strong> <\/strong><\/em>to NICS at preventing criminals from getting<br \/>\nguns.]<\/p>\n<p>             <\/span><\/li>\n<li><span style=\"font-family: Calibri,Helvetica,Arial,sans-serif; font-size: 11pt;\">\u201cSheriffs have reported revoking <strong>5,255<\/strong> permits from<br \/>\n<strong>2,447<\/strong> permittees as a result of the background check<br \/>\nand review process through April 25, 2014. However, it should be noted<br \/>\nthat a<br \/>\nsheriff has no way of knowing if a permit has been used since issuance.\u201d<br \/>\n [Translation: Perhaps only \u00bc of 26,637 invalid permits were<br \/>\n\u201crevoked,\u201d leaving potentially 22,000+ criminals in possession of<br \/>\npermits and able to bypass background checks.]<\/p>\n<p>                                                                         <\/span><\/li>\n<li><span style=\"font-family: Calibri,Helvetica,Arial,sans-serif; font-size: 11pt;\">\u201cSheriffs\u2019 offices are staffed to review and process Pistol Purchase Permit applications and not to conduct periodic reviews of<br \/>\nactive permits\u2026\u201d<\/p>\n<p>                                    <\/span><\/li>\n<li><span style=\"font-family: Calibri,Helvetica,Arial,sans-serif; font-size: 11pt;\">\u201cConducting an ongoing manual case by case review of 289 permits in Tyrrell County or<br \/>\n93,486 permits in Mecklenburg County is nearly impossible.\u201d [So much for NCSA\u2019s argument that sheriffs \u201cknow\u201d who in their<br \/>\ncounties should have permits. If they can\u2019t manually check them now, how can they do so before issuance?]<\/p>\n<p>                                                                         <\/span><\/li>\n<li><span style=\"font-family: Calibri,Helvetica,Arial,sans-serif; font-size: 11pt;\">\u201cSeveral<br \/>\nsheriffs\u2019 offices had over <u><strong>40% of their permits reported subject to revocation<\/strong><\/u> in the NICS report.\u201d<\/p>\n<p><\/span><\/li>\n<li><span style=\"font-family: Calibri,Helvetica,Arial,sans-serif; font-size: 11pt;\">\u201cSheriffs\u2019 offices cannot account for permits claimed to be \u2018lost\u2019\u2026\u201d\n<p>                                                                         <\/span><\/li>\n<li><span style=\"font-family: Calibri,Helvetica,Arial,sans-serif; font-size: 11pt;\">\u201cGun dealers do not know if a permit has been revoked\u2026\u201d<br \/> <br \/>\n         <\/span><\/li>\n<\/ul>\n<div style=\"text-align: justify;\">\n<span style=\"font-size: medium;\"><span style=\"font-family: Arial Black;\"><strong>What the NCSA report means<\/strong><\/span><\/span><span style=\"font-family: Calibri,Helvetica,Arial,sans-serif; font-size: 11pt;\"><\/p>\n<p>While the sheriffs will undoubtedly claim that inconsistencies of data<br \/>\nmatching<br \/>\ncontributed to high rates of permits being reported for revocation, even<br \/>\n the \u201cbest\u201d possible number of 5,255 permits \u201crevoked\u201d<br \/>\nmeans <u><em><strong>5,255 criminals had (or have) guns under the system. <\/strong><\/em><\/u><\/p>\n<p>                                                                     By the way, did we mention that \u201crevocation\u201d<br \/>\nmeans only that the sheriff issued a revocation letter? If the criminal says, <strong>\u201c<em><u>The dog ate my permit,<\/u><\/em>\u201d<\/strong><br \/>\nthey have no recourse and that criminal may still use that slip of paper to bypass a computerized background check.<\/p>\n<p>                                                                     The bottom line is that<br \/>\n<em><u><strong>NICS checks are superior to our archaic permit system at keeping criminals from getting guns<\/strong><\/u><\/em>.<\/p>\n<p>                                                                     <span style=\"font-size: medium;\"><strong>Adding insult to injury\u2026<\/strong><\/span><\/p>\n<p>                                                              Before the<br \/>\n NCSA apparently instructed sheriffs to stonewall on the cost of issuing<br \/>\n each<br \/>\npistol purchase permit, Forsyth County was kind enough to give the<br \/>\nfollowing estimate: <em><u><strong>$50.54 for each pistol purchase permit issued,<br \/>\nmeaning a waste of taxpayer dollars of $311,781.26 for just one county<\/strong><\/u><\/em><strong>.<\/strong> Multiply that by 100 counties, and the<br \/>\nevidence is compelling that <u><em><strong>millions of dollars of your money is being wasted to shore up a system that lets criminals get guns while<br \/>\nobstructing the law-abiding from doing so<\/strong><\/em><\/u><strong>.<\/strong><\/p>\n<p>  By the way, did we mention that Forsyth reports denying nearly 10% of<br \/>\npermits applied for, with most presumably under the \u201cgood moral<br \/>\ncharacter\u201d loophole? font-weight: bold;\">End the \u2018Felon<br \/>\nEnablement\u2019 Permit System<\/span>&#8221;&nbsp;&nbsp;<\/span><\/p>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\n<span style=\"font-family: Calibri,Helvetica,Arial,sans-serif;\">Dear Representative:<\/p>\n<p>  With respect to House Bill 562, a report shelved by the North Carolina<br \/>\nSheriffs\u2019 Association (NCSA) and only recently unearthed demonstrates<br \/>\nbeyond a reasonable doubt that sheriffs are shoring up an archaic pistol<br \/>\npurchase permit system which allows thousands of felons to get guns,<br \/>\nwhile denying law-abiding citizens whom the sheriff arbitrarily deems<br \/>\nnot of<br \/>\n\u201cgood moral character.\u201d The report reveals that the computerized<br \/>\nNational Instant Background Check System (NICS) found 26,637 permits<br \/>\nheld<br \/>\nby disqualified individuals \u2013 nearly 4%, or roughly four times higher<br \/>\nthan denials by NICS. Even if the NCSA claims errors in data matching,<br \/>\nthe<br \/>\norganization admits 5,255 revocation letters were issued, meaning that<br \/>\nthe archaic pistol purchase permit system let at least 5,255 criminals<br \/>\nhave<br \/>\nguns.<\/p>\n<p>    Worse, Forsyth County reports that the cost of issuing a single<br \/>\npurchase permit \u2013 for which the county gets $5, is $50.54 while nearly<br \/>\n10%<br \/>\nof applications are denied, suggesting that across our one hundred<br \/>\ncounties, tax payers are funding a system which wastes millions of<br \/>\ndollars denying<br \/>\nguns permits to law-abiding citizens while giving them to felons.<\/p>\n<p>                                                                Bring HB<br \/>\n 562 to the floor for a vote and pass it, including its provision for<br \/>\nrepealing the purchase permit system.
