Mark Kirk (Rino-IL) is <a href=\"http:\/\/hoh.rollcall.com\/booze-and-a-boat-breed-bipartisanship\/\" target=\"_blank\" rel=\"noopener\">crediting booze and a yacht<\/a> for smoothing an agreement on gun control.<\/p>\n<blockquote class=\"tr_bq\"><p>\n<i>Speaking to reporters about his work on firearm background checks and other gun-related legislation, the Illinois Republican told a gaggle of reporters that credit for bipartisan efforts in the Senate are in part thanks to visits to the Black Tie, a vessel that is partially owned by Sen. Joe Manchin III, D-W.Va.<\/p>\n<p>\u201cYou guys really ought to go out to National Harbor and see the Black Tie, which has been much of the reason for much of the bipartisan cooperation around here,\u201d Kirk said.<\/p>\n<p>Kirk said <b>Sens. Kay Hagan, a North Carolina Democrat<\/b> and Lisa Murkowski, an Alaska Republican, are frequent visitors. Asked about the menu at the gatherings, Kirk didn\u2019t say much, though he indicated some booze might be consumed.<\/p>\n<p>\u201cSometimes alcoholic beverages might be served and ties might \u2026 get loosened,\u201d Kirk said.<\/i><\/p><\/blockquote>\n<p>Manchin described the yacht as &#8220;an old boat&#8221; in an interview with the Washington Post published today. He seemed a little surprised that they knew about it.<\/p>\n<blockquote class=\"tr_bq\"><p>\n<i>Ed O\u2019Keefe: He said that you\u2019re a one-eighth owner of a vessel that sits in National Harbor.<\/p>\n<p>Manchin: \u201cNo, I\u2019m not one-eighth. I\u2019m a wee little small owner and have a generous partner. But you know what, it\u2019s an older boat, it\u2019s nice, we have a lot of fun.\u201d<\/p>\n<p>David A. Fahrenthold: Is it a yacht or pontoon?<\/p>\n<p>Manchin: \u201cNo, it\u2019s an older big boat. But we can get 10 or more senators and have a good time. And you know what? We can go float out there and you can\u2019t find us.<\/p>\n<p>\u201cWe go out on the Potomac. You build relationships. I\u2019m doing everything I can to build relationships. I love to know my senator colleagues \u2013 Democrats and Republicans. Just trying to, I just know back home that\u2019s what we do. Cheapest thing you can do is feed people.<\/p>\n<p>Ed O\u2019Keefe: Were any of the gun talks aboard The Black Tie?<\/p>\n<p>Manchin: \u201cWe talk about everything. Everything. Everybody. You\u2019d be surprised \u2014 and Mark will tell you that. Mark and I just kept getting, we\u2019ve been good friends since day one and we kept getting closer and closer and closer. And we\u2019d say, \u2018Let\u2019s invite so-and-so, you invite so-and-so and I\u2019ll invite so-and-so.\u2019<\/p>\n<p>\u201cAnd you know, just beer, pizza, whatever, just have a good time. But it was a way to break the ice, it was a way that we look forward to getting together. The boat\u2019s not here now, but if we get it back, we\u2019ll use it again.<\/i><\/p><\/blockquote>\n<p>The Black Tie is a little bit more than a &#8220;pontoon boat&#8221;. <a href=\"http:\/\/westvirginiagrapevine.blogspot.com\/\" target=\"_blank\" rel=\"noopener\">According to this article<\/a>, Manchin bought the boat in partnership with another couple for $620,000 back in 2003. It is a 54 ft Sea Ray Sundancer 540. He and the other couple formed a Delaware corporation to own even though at the time he was Secretary of State for West Virginia.
