They are HB 17 which deals with confidentiality and restaurant carry and SB 28 which deals strictly with confidentiality. <\/p>\n<p>Two weeks ago, the Senate Judiciary II Committee held hearings on SB 28. This bill is strongly supported by both gun rights groups such as Grass Roots North Carolina and the NC Sheriffs Association. On the other side is the NC Press Association which wants to keep this data as a public record and accessible through freedom of information requests.<\/p>\n<p><a href=\"http:\/\/www.ncsheriffs.org\/Weekly%20Legislative%20Report\/2013\/NCSA%20Weekly%20Legislative%20Report-2013.02.22.pdf\" target=\"_blank\" rel=\"noopener\">Below is a report on the hearing from the NCSA Weekly Legislative Report<\/a> dated February 22nd.<\/p>\n<blockquote class=\"tr_bq\"><p>\n<br \/>\n<i>Gun Permit Records <\/p>\n<p>The Senate Judiciary II Committee had a lively deba<br \/>\nte this week but didn<br \/>\n&#8216;t vote on a bill that<br \/>\nwould exempt pistol purchase permits, concealed<br \/>\ncarry permits, and pistol sales records from<br \/>\ndisclosure under the public records law. Under Senate Bill 28, the information would be available<br \/>\nonly upon request of law enforcement<br \/>\nagencies or by court order, while exempting it from the Public<br \/>\nRecords Act. The legislation wouldn&#8217;t apply to<br \/>\nlong guns and other rifles because those weapons<br \/>\ndon&#8217;t require purchase permits. <\/p>\n<p>The bill sponsor, Senator Stan Bingham, said th<br \/>\ne measure was aimed at reducing gun thefts.<br \/>\nHe argued that criminals may target homes wher<br \/>\ne they know there are guns for the taking. Gregg<br \/>\nStahl, Director of Government Relations for the<br \/>\nN.C. Sheriffs&#8217; Association, told the legislative<br \/>\ncommittee that sheriffs across the state have also<br \/>\nheard from residents w<br \/>\nho don&#8217;t own guns who fear<br \/>\nthey would be targeted for thefts<br \/>\nas well. &#8220;The list of gun owners<br \/>\nalso tells us where there are no<br \/>\nguns,&#8221; Stahl said.<\/p>\n<p>Opponents argued that they had seen no data to suggest that criminals are using public<br \/>\ninformation about gun ownership to help commit crimes. John Bussian, a lobbyist for the N.C. Press<br \/>\nAssociation, told the committee that he was opposing &#8220;yet another government records secrecy bill.&#8221;<br \/>\nSome of the best media reporting across the count<br \/>\nry on the flow of arms, he said, has been done<br \/>\nusing the types of records that the bill would exempt from the Public Records Act.<\/p>\n<p>But others, including lobbyists for the N.C. Ri<br \/>\nfle and Pistol Association and the N.C.<br \/>\nFirearms Dealers Group, supported the bill. Michael<br \/>\nMann of the Rifle and Pi<br \/>\nstol Association said he believed there was &#8220;no legitimate reason&#8221; for anyone to have access to detailed information about<br \/>\ngun owners. Professional burglars, he said, look for items they can steal and dispose of quickly,<br \/>\nsuch as cash, jewelry and guns.<\/i><\/p><\/blockquote>\n<p><a href=\"http:\/\/www.charlotteobserver.com\/2013\/03\/03\/3889773\/nc-sheriffs-wage-fight-over-gun.html\" target=\"_blank\" rel=\"noopener\">The Charlotte Observer has noticed this fight<\/a>. They published a long article on it along with an editorial opposing this bill.&nbsp; I will have more on that in a later post.<\/p>\n<p>As to the pistol purchase permits themselves, I&#8217;d like to see them eliminated. They are a relic of Jim Crow laws in North Carolina.
