They are seeking a stay of District Court Judge Benson Legg&#8217;s order in the <i>Woollard<\/i> case that the Maryland State Police must issue carry permits without requiring a &#8220;good and substantial reason.&#8221;<\/p>\n<p>They are seeking to have the order stayed until the 4th Circuit rules on its appeal of the <i>Woollard<\/i> decision.<\/p>\n<p>I have uploaded Maryland&#8217;s motion to Scribd and it can be found <a href=\"http:\/\/www.scribd.com\/doc\/101519265\/Woollard-v-Gallagher-MD-Req-for-Stay\" target=\"_blank\" rel=\"noopener\">here<\/a>.<\/p>\n<p><b>UPDATE:<\/b> <a href=\"http:\/\/armsandthelaw.com\/archives\/2012\/08\/4th_cir_grants.php\" target=\"_blank\" rel=\"noopener\">Dave Hardy at Of Arms and the Law is reporting<\/a> that the 4th Circuit granted Maryland its stay.
