What a change since the times when only Vermont had constitutional carry and a number of states didn&#8217;t allow carry in any form.<\/p>\n\n\n\n<p>On Friday afternoon, Gov. Kim Reynolds (R-IA) signed <a href=\"https:\/\/www.legis.iowa.gov\/legislation\/BillBook?ga=89&amp;ba=hf756\" class=\"rank-math-link\" target=\"_blank\" rel=\"noopener\"><strong>House File 756<\/strong><\/a> into law. In addition to adopting constitutional carry, the bill also removed Iowa&#8217;s pistol purchase permit. I hope the North Carolina General Assembly is paying attention to that facet of the bill!<\/p>\n\n\n\n<p><a href=\"https:\/\/www.thegazette.com\/iowa-constitutional-carry-gun-permits-gov-kim-reynolds-20210402\" class=\"rank-math-link\" target=\"_blank\" rel=\"noopener\"><strong>Gov. Reynolds said in her statement<\/strong><\/a>:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>House File 756&nbsp;\u201cprotects the Second Amendment rights of Iowa\u2019s law-abiding citizens while still preventing the sale of firearms to criminals and other dangerous individuals,\u201d the governor said in a statement.<\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>The new law also takes \u201cgreater steps to inform law enforcement about an individual\u2019s mental illness helping ensure firearms don\u2019t end up in the wrong hands,\u201d she said.<\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201cWe will never be able to outlaw or prevent every single bad actor from getting a gun, but what we can do is ensure law-abiding citizens have full access to their constitutional rights while keeping Iowans safe,\u201d the Osceola Republican said in the statement.<\/p><\/blockquote>\n\n\n\n<iframe loading=\"lazy\" title=\"DESMOINESREGISTER-Embed Player\" width=\"540\" height=\"350\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"true\" marginheight=\"0\" marginwidth=\"0\" src=\"https:\/\/uw-media.desmoinesregister.com\/embed\/video\/6984744002?placement=snow-embed\"><\/iframe>\n\n\n\n<p>Thanks again to Rob Vance, we have a graphic that illustrates the growth of constitutional (and shall issue) carry since 1986. Indeed, I was a bit surprised that Iowa beat them to the punch.<\/p>\n\n\n\n<p>Predictably<a href=\"https:\/\/www.desmoinesregister.com\/story\/news\/politics\/2021\/04\/02\/iowa-kim-reynolds-signs-law-allowing-no-permit-carry-purchase-handguns-conceal-carry-constitutional\/6965689002\/\" class=\"rank-math-link\" target=\"_blank\" rel=\"noopener\"><strong>, gun prohibitionists and Iowa Democrats are not pleased <\/strong><\/a>by Gov. Reynold&#8217;s signing of the new law. They threaten to make it a campaign issue in 2022 when she comes up for re-election. If I were Gov.
