John Bell IV (R-Wayne)<\/a><\/strong> is the chairman of the <strong><a href=\"https:\/\/www.ncleg.gov\/Committees\/CommitteeInfo\/HouseStanding\/2\" target=\"_blank\" rel=\"noopener\">House Rules Committee<\/a><\/strong>. It is in his committee that <strong><a href=\"https:\/\/www.ncleg.gov\/BillLookUp\/2025\/h5\" target=\"_blank\" rel=\"noopener\">HB5 &#8211; NC Constitutional Carry Act<\/a><\/strong> &#8211; is stuck. The Senate has already passed SB50 which is their version of the bill and HB5 has passed through the House Judiciary 2 Committee. All it needs for a floor vote is a positive vote in Rules.<\/p>\n\n\n\n<p>Grass Roots North Carolina issued an alert yesterday evening asking for people to contact Bell&#8217;s office tomorrow and ask him to move the bill. If you read between the lines it is saying that GRNC-PVF will work hard to re-elect representatives like Tricia Cotham (R-Mecklenburg). Cotham, you may recall, was the the representative who <strong><a href=\"https:\/\/onlygunsandmoney.com\/?p=33114\">switched from the Democrats to the Republicans after all the abuse<\/a><\/strong> she took for being absent on the day the veto override was held on the repeal of the pistol purchase permit. That she was being treated for long Covid didn&#8217;t matter to the progressive wing of the Democrats.<\/p>\n\n\n\n<p>So put this on your to-do list for tomorrow morning:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td><em><strong>LET&#8217;S RING JOHN&#8217;S &#8220;BELL&#8221;<\/strong>\u00a0<\/em><\/td><\/tr><tr><td><em>Said GRNC president Paul Valone, \u201cRules Chair John Bell, when asked about both permitless carry bills currently in his committee, gave the usual politician song-and-dance about how he \u201cneeds to be\u00a0<strong>sure<\/strong>\u00a0we can get 72 votes\u201d to override Steins inevitable veto (which is not possible), further vacillating with Who will defend our members in marginal districts?<\/em>&#8220;<br><br><em>My direct answer to Bell was, &#8220;You won\u2019t know whether you get 72 votes until you take the vote, and the GRNC Political Victory will give cover to any House member in a marginal district who votes for it. We need a vote in the Rules Committee on permitless carry, Rep. Bell.<\/em><br><br><em>&#8220;<strong>Since he is apparently not convinced, it\u2019s time &#8220;RING&#8221; Rep. Bell\u00a0 and make sure you are heard LOUD &amp; CLEAR, not by email, but by\u00a0phone<\/strong>. Specifically, we would like you to call Rep. Bell\u2019s office on\u00a0<strong>Tuesday<\/strong>\u00a0(May 6)\u00a0<strong>between the hours of 9 AM and 11 AM<\/strong>. (If you can\u2019t call then or miss it, call whenever you can.)<\/em><br><br><em>Deliver the following simple message, using voicemail if necessary: \u201cRep. Bell and other Republican leaders need to remember the gun voters who gave them their majority by giving an immediate hearing to permitless concealed carry in\u00a0<a href=\"http:\/\/click.e.grnc.org\/click\/gr9g-blzy4-rkblxy-swpnbl4\/\" target=\"_blank\" rel=\"noreferrer noopener\">House Bill 5<\/a>\u00a0\u00a0and\u00a0<a href=\"http:\/\/click.e.grnc.org\/click\/gr9g-blzy4-rkblxz-swpnbl5\/\" target=\"_blank\" rel=\"noreferrer noopener\">Senate Bill 50<\/a>. We were denied permitless carry in 2023.
