While it is a beautiful state with bad roads and even worse gun laws, their legal and administrative procedures are a bit of a mystery to me. When I received the notice below from the Firearms Policy Coalition, I wondered why a petition with signatures was being served on the attorney general. After I started to read the petition &#8211; written by a North Carolina lawyer no less! &#8211; I started to understand that citizens and groups in California use petitions to put government officials on legal notice about their action. In this case, it has to do with underground and unpublished firearms regulations that the California Court of Appeals had enjoined AG Xavier Becerra (D-CA) from enforcing.<\/p>\n<p>You can read the release along with the link to the petition below:<\/p>\n<blockquote class=\"tr_bq\">\n<div>\n<i>SACRAMENTO, CA (May 23, 2018) \u2014 Today, civil rights<br \/>\n          advocates at <strong>Firearms Policy Coalition<\/strong> have<br \/>\n          issued the following statement:<\/i><\/div>\n<div>\n<i>&nbsp;<\/i><\/div>\n<div>\n<i>Recently, Attorney General Becerra said, \u201cHere in<br \/>\n          California, we respect the Constitution and follow the law.\u201d<br \/>\n          But neither is true.&nbsp;<\/i><\/div>\n<div>\n<i>&nbsp;<\/i><\/div>\n<div>\n<i>This morning, our Legislative Advocate, Craig DeLuz, served<br \/>\n          on California Attorney General Xavier Becerra and his<br \/>\n          Department of Justice <a href=\"http:\/\/link.email.dynect.net\/link.php?DynEngagement=true&amp;H=HntimpDLySs5oRWDOt8SOzR3Hp8fSLLgNnk6DD5csIhQHp9s4aTv0fKblaGaxeI48lBQGJYnCZXFeJPd%2F8iIFoi2k36f%2B%2FD2TExQJ57zFJNd0BXVKYvfHw%3D%3D&amp;G=0&amp;R=https%3A%2F%2Fd3n8a8pro7vhmx.cloudfront.net%2Ffirearmspolicycoalition%2Fpages%2F4423%2Fattachments%2Foriginal%2F1527104084%2FUnderground_Reg._-_Petition___Exhibits.pdf%3F1527104084&amp;I=20180523195407.000000353df2%40mail6-101-usnbn1&amp;X=MHwxMDQ2NzU4OjViMDVjNjU5MzhhNDdiMzIwOTU3MmE4Njs%3D&amp;S=3Lt2kVT5ThK8Luf1PQphy_nEuAzyVpMLiHBk6QpcJVs\" rel=\"nofollow noopener\" target=\"_blank\">a petition challenging their illegal<br \/>\n            underground regulation<\/a>. This petition was also sent to<br \/>\n          the Office of Administrative Law, the state\u2019s regulatory<br \/>\n          watchdog agency.<\/i><\/div>\n<div>\n<i>&nbsp;<\/i><\/div>\n<div>\n<i>In spite of an unanimously-decided Court of Appeal<br \/>\n          published opinion issued in February, and a permanent<br \/>\n          injunction issued weeks ago, Becerra\u2019s DOJ continues to<br \/>\n          promulgate and enforce that same illegal underground<br \/>\n          regulation. Their stunning and troubling disregard for lawful<br \/>\n          court orders is contrary to the rule of law.&nbsp;<\/i><\/div>\n<div>\n<i>&nbsp;<\/i><\/div>\n<div>\n<i>Becerra\u2019s weaponized Department of Justice regularly<br \/>\n          attacks the fundamental rights and property of law-abiding gun<br \/>\n          owners in law enforcement actions, their lobbying of the<br \/>\n          Legislature, and litigation.&nbsp;<\/i><\/div>\n<div>\n<i>&nbsp;<\/i><\/div>\n<div>\n<i>Indeed, Becerra and his army of anti-gun DOJ lawyers and<br \/>\n          special agents ignore the text of the Constitution and<br \/>\n          California\u2019s statutes, forcing their anti-gun agenda on<br \/>\n          millions of people\u2014the law and civil rights be damned.<\/i><\/div>\n<div>\n<i>&nbsp;<\/i><\/div>\n<div>\n<i>Becerra also recently said that, \u201cin California, we believe<br \/>\n          our communities are safest when we have trust between our law<br \/>\n          enforcement &amp; the communities they serve.\u201d But such trust<br \/>\n          is impossible, and undeserved, when the state\u2019s top law<br \/>\n          enforcement officer shows a total lack of regard for the<br \/>\n          People, their rights, and the laws he has a duty to follow and<br \/>\n          enforce fairly.&nbsp;<\/i><\/div>\n<div>\n<i>&nbsp;<\/i><\/div>\n<div>\n<i>If Attorney General Becerra and the Department of Justice<br \/>\n          want to build trust and be respected, they should start by<br \/>\n          being trust-worthy and giving respect to law-abiding gun<br \/>\n          owners and their fundamental, individual right to keep and<br \/>\n          bear arms.<\/i><\/div>\n<\/blockquote>\n<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div>","protected":false},"excerpt":{"rendered":"<p>I&#8217;ll say right off the bat that I don&#8217;t understand policies and procedures in California.
