The full proposal is below and the comment period is open until May 31st.<\/p>\n<p>If they aren&#8217;t misstating the prior comments, then the gun control groups were able to get many more comments submitted than those who believe in freedom. Time to start writing!!<\/p>\n<p>In addition to submitting a comment, make sure to write your Congressman about supporting Sen. The proposed information collection is published <br \/>\nto obtain comments from the public and affected agencies. This proposed <br \/>\ninformation collection was previously published in the Federal Register <br \/>\nVolume 75, Number 242, page 79021 on December 17, 2010, allowing for a <br \/>\n60-day comment period. ATF received 12,680 comments from this <br \/>\ncollection (8928 commenters support the collection, and 3752 commenters <br \/>\nopposed to the collection).<br \/>\nThe purpose of this notice is to allow for an additional 30 days <br \/>\nfor public comment until May 31, 2011. This process is conducted in <br \/>\naccordance with 5 CFR 1320.10. To ensure that comments on the <br \/>\ninformation collection are received, OMB recommends that written <br \/>\ncomments be faxed to the Office of Information and Regulatory Affairs, <br \/>\nOMB, Attn: DOJ Desk Officer, Fax: 202-395-7285, or e-mailed to oira_<br \/>\nsubmission@omb.eop.gov. Bureau of Alcohol, Tobacco, Firearms and Explosives.<br \/>\n(4) Affected public who will be required to respond, as well as a <br \/>\nbrief abstract: Primary: Business or For-Profit. Other: None. Abstract: <br \/>\nThe purpose of this information collection is to require Federal <br \/>\nfirearms licensees to report multiple sales or other dispositions <br \/>\nwhenever the licensee sells or otherwise disposes of two or more rifles <br \/>\nwith the following characteristics: (a) Semi-automatic; (b) a caliber <br \/>\ngreater than .22 (including .223\/5.56 caliber); and (c) the ability to <br \/>\naccept a detachable magazine, to the same person at one time or during <br \/>\nany five consecutive business days. This requirement will apply only to <br \/>\nFederal Firearms Licensees (FFLs) who are dealers and\/or pawnbrokers in <br \/>\nArizona, California, New Mexico and Texas.<br \/>\n(5) An estimate of the total number of respondents: ATF estimates <br \/>\nthat 8,479 respondents will be subject to the reporting requirement. <br \/>\nHowever, ATF anticipates fewer than 30% of the potential respondents <br \/>\nwill be required to report multiple sales of the subset of rifles that <br \/>\nis the subject of this collection. This estimate is based upon the fact <br \/>\nthat, during fiscal year 2010, 2,509 FFLs in the affected states <br \/>\nsubmitted reports of multiple sales of hand guns. ATF estimates that a <br \/>\nsimilar number of FFLs are likely to submit reports of multiple sales <br \/>\nof the subject rifles.<\/p>\n<p>[[Page 24059]]<\/p>\n<p>(6) The estimated average burden per respondent: In fiscal year <br \/>\n2010, 36,148 reports of multiple sales of hand guns sales were <br \/>\nsubmitted by FFLs in the four southwest border states. Because the <br \/>\nspecified rifles ((a) semi-automatic; (b) a caliber greater than .22 <br \/>\n(including .223\/5.56 caliber); and (c) the ability to accept a <br \/>\ndetachable magazine) are a subset of the long gun category, we estimate <br \/>\nwe will receive 18,074 reports of multiple sale of the specified rifles <br \/>\nfrom FFLs located in the four southwest border states. We estimate that <br \/>\neach report will take 12 minutes to complete. If we receive 18,074 <br \/>\nreports from 2,509 licensees the total burden is 3,615 hours.
