Being as they are in one of the bluest states with some of the worst gun laws, they are hoping for passage of HR 38. However, they want to make it better for those who live in states like California, New York, New Jersey, etc. They also want the bill to include those living in Federal districts like DC, commonwealths like Puerto Rico, and other territories like the Northern Mariana Islands.<\/p>\n<p>Many <a href=\"https:\/\/www.washingtonpost.com\/news\/volokh-conspiracy\/wp\/2017\/03\/23\/a-better-constitutional-basis-for-the-concealed-carry-reciprocity-act-of-2017\/?utm_term=.4369f0b3ea4a\" target=\"_blank\" rel=\"noopener\">legal scholars<\/a> agree with the FPC that the bill would be on stronger Constitutional grounds if it was based not on the commerce clause. The <a href=\"https:\/\/d3n8a8pro7vhmx.cloudfront.net\/firearmspolicycoalition\/pages\/3353\/attachments\/original\/1511829214\/fpc-HR38-request-amendments-2017-11-27.pdf?1511829214\" target=\"_blank\" rel=\"noopener\">FPC would like to see<\/a> the right to carry nationally be based upon the Second Amendment&#8217;s right to keep and bear arms. Richard Hudson (R-NC) and House<br \/>\nco-sponsors. The letter says the pro-gun bill could potentially \u201cleave<br \/>\nlaw-abiding people exposed\u201d because of \u201ca byzantine patchwork of state<br \/>\nand local prohibitions\u201d and suggested solutions to 6 individual legal<br \/>\nproblems in the bill\u2019s text.<\/i><\/span><\/div>\n<div style=\"font-family: Times; font-size: 12pt; margin: 0in 0in 0.0001pt; text-align: justify;\">\n<\/div>\n<div style=\"font-family: Times; font-size: 12pt; margin: 0in 0in 0.0001pt; text-align: justify;\">\n<span style=\"font-family: 'Times New Roman';\"><i>The<br \/>\n group\u2019s concerns also include \u201cvague and undefined terms,\u201d an exemption<br \/>\n to the federal Gun Free School Zone Act they say is \u201cof limited<br \/>\nutility,\u201d and the bill\u2019s total reliance on<br \/>\n\u201cconstitutionally-antagonistic Commerce Clause doctrine.\u201d FPC also<br \/>\nsuggests that the measure\u2019s scope be extended to include protections for<br \/>\n people in places that are not a \u201cState or political subdivision<br \/>\nthereof,\u201d like Washington, D.C.
