Larry Pittman (R-Cabarrus)<\/a> introduced <a href=\"https:\/\/www.ncleg.gov\/Sessions\/2019\/Bills\/House\/PDF\/H216v1.pdf\" target=\"_blank\" rel=\"noopener\">HB 216<\/a> in February of this year. The School Self-Defense Act would create the position of volunteer school faculty guardian. This would apply to either full or part-time faculty and staff who possessed a valid NC Concealed Handgun Permit. The school faculty guardian would also have to take a special 16-hour training class, submit annual certification of marksmanship and of possessing a CHP to the chief administrator of the school system, keep the handgun concealed unless responding to an act of violence, and submit to an annual drug testing. School systems would have the opportunity to opt out of this program.<\/p>\n<p>Grass Roots North Carolina is urging that people contact Republican legislators and urge them to bring this bill forward. Save lives these courageous people<br \/>\n do, and heroes they are. <\/p>\n<p>Yet, anyone with exceptional sense would be hard-pressed to come up with<br \/>\n a<br \/>\nreason why these heroes must always be unarmed, only to be seriously<br \/>\ninjured or killed while carrying out their valiant acts. Why must the<br \/>\nfruitfulness of these acts be so limited? <\/p>\n<p>                 The answer is simple: political leaders and activist<br \/>\ngroups have set it up that way. Those hostile to the Second Amendment<br \/>\nare proud<br \/>\nof having disarmed the good guys by creating \u201cgun free\u201d zones in schools<br \/>\n and elsewhere, leaving adults and the children in their care to<br \/>\nfight psychotic leviathans with staplers and pencils. This bill would allow educators to<br \/>\ncarry<br \/>\nconcealed firearms to deter mass killings in schools, and is modeled<br \/>\nafter a federal program to arm professional airline pilots as \u201cFederal<br \/>\nFlight Deck Officers.\u201d Below is some information that greatly<br \/>\nstrengthens the case for H216: <\/p>\n<p>                                                         &#8211;<br \/>\n 25 states allow schools or districts to give permission to individuals<br \/>\nto<br \/>\ncarry guns.<br \/>                                                         &#8211; At least 14 states allow concealed carry in schools.<\/p>\n<p>                                        &#8211; At least 9 states specifically<br \/>\n allow school employees to carry guns on school property.<\/span><\/div>\n<div style=\"text-align: justify;\">\n<span style=\"font-family: &quot;calibri&quot; , &quot;helvetica&quot; , &quot;arial&quot; , sans-serif;\">&#8211; Florida created a school marshal system in response to the mass shooting at<br \/>\nMarjory Stoneman Douglas High School.<br \/>                                                         &#8211; Arming faculty reduces school shootings. Note<br \/>\nthere have been zero school <\/span><span style=\"font-family: &quot;calibri&quot; , &quot;helvetica&quot; , &quot;arial&quot; , sans-serif;\">shootings at<br \/>\nschools with armed faculty. During hours when armed teachers <\/span><span style=\"font-family: &quot;calibri&quot; , &quot;helvetica&quot; , &quot;arial&quot; , sans-serif;\">would logically be present, none of the schools with armed faculty experienced <\/span><span style=\"font-family: &quot;calibri&quot; , &quot;helvetica&quot; , &quot;arial&quot; , sans-serif;\">school shootings. I demand that you do<br \/>\nwhatever it takes to shepherd H216 through the legislative process.<br \/>\nUnfortunately, there is always a lingering possibility of a school<br \/>\nshooting.
