746 is finally moving forward in the North Carolina House of Representatives. <a href=\"http:\/\/www.ncleg.net\/Applications\/BillLookUp\/LoadBillDocument.aspx?SessionCode=2017&amp;DocNum=4461&amp;SeqNum=0\" target=\"_blank\" rel=\"noopener\">This bill, the Omnibus Gun Changes<\/a>, favorably passed out of the House Judiciary IV Committee yesterday. It will now go to the House Finance Committee for review. The most important feature of this bill is that it provides for constitutional carry or permitless carry of concealed handguns. Open carry without a permit has been the law in North Carolina since 1922 thanks to the NC Supreme Court&#8217;s ruling in <i>State v. Kerner<\/i>.<\/p>\n<p>Grass Roots North Carolina has issued an alert thanking those on the House Judiciary IV Committee who voted in favor of sending this bill forward. They also note that <a href=\"http:\/\/www.ncleg.net\/gascripts\/members\/viewMember.pl?sChamber=H&amp;nUserID=687\" target=\"_blank\" rel=\"noopener\">Rep. Once it\u2019s through Finance, it\u2019s off<br \/>\nto<br \/>\nthe House floor. It\u2019s possible that this important bill could land on<br \/>\nthe House floor for a vote as early as Thursday afternoon, so kindly<br \/>\nfollow up with the &#8216;Immediate Action&#8217; below as soon as possible.&nbsp; <\/span><\/div>\n<div style=\"text-align: justify;\">\n<span style=\"font-family: Calibri,Helvetica,Arial,sans-serif;\"><br \/>                                                                     <strong>One Republican Plans Unforced<br \/>\nError<\/strong><br \/> <br \/>\n               The hurdles mentioned above may be set relatively low, as<br \/>\nlong as Republicans live up to their party\u2019s platform, which has a very<br \/>\nstrong stance on gun rights, and specifically supports constitutional<br \/>\ncarry. I also understand the bill<br \/>\npassed though J4 without any weakening amendments. This is fantastic<br \/>\nnews!
