Yesterday was the exception. The Illinois Senate passed a bill allowing active-duty military members based in Illinois and their spouses to apply for non-resident carry permits. Moreover, they would only be charged the in-state rate of $150 instead of the out-of-state resident rate of $300.<\/p>\n<p>As some might know, while Illinois will issue carry permits to out-of-state residents, the law limits it <a href=\"http:\/\/www.illinoisgunpros.com\/illinois-concealed-carry-for-non-residents\/\" target=\"_blank\" rel=\"noopener\">to residents of those states which the State Police find have &#8220;substantially similar&#8221; requirements<\/a>. Thus, only residents of Hawaii, New Mexico, South Carolina, and Virginia qualify to apply for an out-of-state resident carry permit in Illinois. SB 1524 says that this limitation does not apply to active-duty military members and their spouses stationed in Illinois.<\/p>\n<p>Now for the really good news. SB 1524 passed the Illinois Senate on <a href=\"http:\/\/www.ilga.gov\/legislation\/votehistory\/100\/senate\/10000SB1524_05042017_040000T.pdf\" target=\"_blank\" rel=\"noopener\">a 53 yea, 0 nay vote<\/a>. Now on to the State House.<\/p>\n<p>The text of SB 1524 as it passed the Illinois Senate can be found <a href=\"http:\/\/www.ilga.gov\/legislation\/100\/SB\/PDF\/10000SB1524eng.pdf\" target=\"_blank\" rel=\"noopener\">here.<\/a><\/p>\n<p>The Second Amendment Foundation&#8217;s lawsuit against Illinois on behalf of out-of-state residents with carry permits who are precluded from applying to obtain an Illinois permit is <a href=\"https:\/\/ia601404.us.archive.org\/27\/items\/gov.uscourts.ilcd.61910\/gov.uscourts.ilcd.61910.docket.html\" target=\"_blank\" rel=\"noopener\">currently on appeal to the 7th Circuit<\/a>. If the bill above passes, <a href=\"http:\/\/onlygunsandmoney.blogspot.com\/2014\/10\/saf-files-suit-against-illinois-over.html\" target=\"_blank\" rel=\"noopener\">the lead plaintiff in <i>Culp et al v. Madigan et al<\/i><\/a>, Col.
