It Begins Again In Illinois

When the legislature returns to town, it is always a time be on guard. It doesn’t matter if it is Washington DC, Raleigh, or, in this case, Springfield, Illinois. The Illinois General Assembly reconvenes tomorrow, October 21st, and the anti-gunners are seeking to cut back some of the items contained in the shall-issue concealed carry act that passed in July.

The Illinois State Rifle Association has sent out an alert regarding four bills that the gun prohibitionists are proposing including ones that would ban concealed carry in restaurants that serve alcohol, increase penalties for carrying in prohibited areas, and eliminate safe havens for gun owners near school zones.

On the good side are three bills including one that would provide for reciprocity between Illinois and a number of other states. Currently, the only way a non-resident of Illinois may carry once the Illinois State Police implement the concealed carry law is by getting an Illinois non-resident carry license.

ANTI-GUNNERS BEGIN CAMPAIGN TO DISMANTLE CONCEALED CARRY

The Illinois General Assembly returns to session Monday, October 21st, and the anti-gunners are wasting no time in attempting to dismantle the concealed carry bill passed last spring. Your help is desperately needed to shut down the gun control movement’s efforts to strip you of your fundamental right to defend yourself and your family from muggers, murderers, robbers and rapists.

We also need your help to support 3 pro-concealed carry bills that have been introduced. The details on all the bills are below:

PLEASE READ THE FOLLOWING INFORMATION CAREFULLY AND TAKE THE ACTIONS LISTED TO HELP SAVE YOUR RIGHTS

HB3646 – DANGEROUS BILL – Bans Concealed Carry in any restaurant that has alcoholic beverages on the menu. Drastically reduces your choices on when and how to protect yourself. This bill is a foot in the door to create a growing list of places where you will be prohibited from protecting yourself and your family from dangerous criminals.

HB3669 – DANGEROUS BILL – This bill eliminates “safe haven” provisions for areas near schools – meaning that you could not even have a firearm locked in your trunk if you drive on to ANY property controlled by a school district. Once again, this bill would severely limit your self defense options and would make you a felon for doing nothing more than possessing a firearm. Under this bill, you would have to leave your defensive firearms at home if your plans called for you to enter any lands controlled by a school district. The real purpose of this bill is to pave the way for sweeping prohibitions on concealed carry that would make self defense impractical and a serious legal risk for most Illinois citizens.

HB3675 – DANGEROUS BILL – This bill would severely increase penalties for persons found to be carrying firearms in restricted areas. This bill is designed solely to scare law-abiding citizens out of carrying defensive firearms. This bill in no way targets gang-bangers or other violent criminals.

SB2594 – DANGEROUS BILL – This is another bill that would prohibit carry in restaurants that have alcoholic beverages on the menu.

HB3651 – GOOD BILL – This bill lowers the burdensome 16-hour training rule to a more reasonable 8-hour requirement. This bill also eliminates the re-training requirements for carry permit renewals. In short, this bill undoes that anti-gunners’ attempts to discourage people from applying for carry permits by easing burdensome training requirements.

HB3650 – GOOD BILL – This bill provides for concealed carry reciprocity between Illinois and dozens of other states.

HB3649 – GOOD BILL – This bill reduces the exorbitant fees the State Police plan on charging people for permit applications. The state should not be allowed to price-gouge citizens who want to defend themselves. This bill would make fees more reasonable and thus allow greater access to self defense for Illinois citizens.

HERE IS WHAT YOU NEED TO DO TO PROTECT YOUR RIGHT TO SELF DEFENSE:

1. Call your State Representative and politely tell him/her that you are a law-abiding firearm owner and you do not want your right to self defense diminished for political reasons. Ask him/her to vote AGAINST HB3646; HB3669; HB3675.

2. While on the phone with your Representative, tell him/her that you would like them to vote FOR HB3649; HB3650 and HB3651.

3. Call your State Senator and politely tell him/her that you are a law-abiding firearm owner and that you do not want your right to self defense diminished for political reasons. Ask him/her to vote AGAINST SB2594.

4. Post this alert to any and all Internet bulletin boards or blogs to which you belong.

5. Pass this alert along to all your gun owning friends and family members – ask them to take action as well.

Friday Will Be Last Day For Towns In Illinois To Ban Guns

With the override of the amendatory veto of HB 183, the clock is ticking for towns and cities in Illinois who want to impose their own semi-auto firearm restrictions. The bill gave Illinois municipalities 10 days after its passage to have these ordinances in place or forever forego them.

From the alert below from the Illinois State Rifle Association, it appears that a number of cities and towns in and around Cook County are racing to get them in place before the deadline.

act has been passed into law by an override of the
governor’s veto on July 9.  The 10-day window
for municipalities for enact their own local
semi-auto bans expires on July 19.

In a last-ditch effort to solve to a non-existent
problem, Cook County and collar county communities
are going to show that they can get tough on crime
by coming down hard on the law-abiding citizens who
choose to own popular semi-automatic firearms.

Latest Round Of Municipal Meeting To Ban Guns In Illinois

The Illinois State Rifle Association has posted their updated list of cities and towns in Illinois seeking to ban guns. Assuming that the Illinois General Assembly overrides Gov. Pat Quinn’s amendatory veto of HB 183, they have 10 days to have their gun bans in place. The override is on the calendar and the General Assembly is expected to take it up this coming week.

The order staying the ruling in Shepard v. Madigan and Moore v. Madigan expires on Tuesday. The 7th Circuit Court of Appeals has stated there will be no more extensions of their stay. Attorney General Lisa Madigan does have until July 22nd to file an appeal of the Court’s ruling. An override would, it is my understanding, moot those cases and any chance of overturning it on appeal.

As you know, Bloomberg has teamed up with Emanuel and Quinn to impose gun ban and confiscation schemes across Illinois. But, time is running out on Bloomberg and the gun grabbers. More localities are looking to pass gun bans and confiscations before the deadline comes.

If you think it is OK for the Mayor of New York to tell you what kinds of firearms you may own and which you may not, then just sit back and do nothing.

ISRA On Quinn’s Amendatory Veto

The Illinois State Rifle Association is taking a dim view of Gov. Pat Quinn’s amendatory veto of HB 183 which provides for that state’s concealed carry. They are asking people who live in Illinois to contact their legislators and ask them to vote to override the amendatory veto. Given that the bill was passed in both houses of the Illinois General Assembly by veto-proof majorities, it is essential that those who voted for the initial bill vote continue to vote to override.

GOVERNOR QUINN’S SOFT SPOT FOR CRIMINALS RESULTS IN VETO OF CONCEALED CARRY

As many of you know by now, Governor Quinn today issued an amendatory veto of HB0183, otherwise known as Concealed Carry. In issuing his veto, Quinn renders HB0183 essentially worthless from a self-defense perspective.

Under Quinn’s amendments to the bill, most public locations would be “off limits” for concealed carry. Furthermore, firearms would have to be carried in a closed container out of the view of the public. Making concealed carry even more impractical is Quinn’s restriction limiting licensees to one firearm and no more than 10 rounds of ammunition.

Quinn’s amendatory veto contains a whole host of other restrictions that are aimed not only at hindering concealed carry, but also at suppressing the citizen’s right to keep and bear arms in general.

Although Quinn claims his veto is in the interest of public safety, the truth of the matter is that Quinn is using HB0183 as a vehicle to punish firearm owners. Quinn’s motives were made abundantly clear by his decision to surround himself with anti-gun extremists as he announced his veto. Quinn even stood side by side with Fr. Michael Pfleger, the Catholic priest who has openly called for gun shop owners and pro-gun elected officials to be dragged into the streets and murdered.

The bottom line is this: if Quinn’s amendatory veto of HB0183 is not overturned, law-abiding gun owners will have fewer rights than they had before HB0183 was even drafted. Yes, that’s right; HB0183 has been transformed into a gun control bill.

HERE IS WHAT YOU NEED TO DO TO SAVE CONCEALED CARRY AND SAVE YOUR GUNS

1. Immediately phone your State Representative AND your State Senator and politely tell the person who answers the phone that you are a law abiding firearm owner who wishes to see Governor Quinn’s amendatory veto of HB0183 overturned. Phone lines will be busy, but keep trying until you get through. If you do not know who your Senator or Representative is, the Illinois State Board of Elections has an interactive search page here:

ISRA: “Enough Is Enough” (Updated)

The Illinois State Rifle Associations issued an urgent alert this afternoon about a number of city and town council meetings scheduled to enact new gun bans. The rush to pass these new bans are a result of the recent passage of concealed carry in Illinois.

From ISRA:


For the past 6 months or so, law-abiding gun owners like you have been the targets of an intense campaign of vilification, slander and misrepresentation from the likes of Obama, Biden, Bloomberg, Simon and Quinn. The gun grabbers have blamed you for mass murders, terrorist attacks on movie theaters and malls, and even the bombing of the Boston Marathon.

And now, the anti-gunners are trying to hijack concealed carry legislation and transform it into a massive gun control scheme that will result in the banning and confiscation of most of the guns you own. Wait, but that’s not all. . . the gun-haters’ plan for concealed carry also includes licensing, registration and the surrender of your privacy – whether you apply for a permit or not.

As a law-abiding gun owner you should be sick and tired of all this nonsense. It’s time for all of you to stand up and declare, “. . .enough is enough!” It’s time to confront the gun grabbers and force them to stand down from their attacks on your constitutional rights.

You will have several opportunities this week to go and snatch your rights back from those who would toss your guns into the furnace if they had a chance. Several suburbs are considering bans on semiautomatic target rifles, pistols and shotguns. If passed, these local ordinances will spread like a cancer. No matter where you live, you have a vested interest in what happens in the board rooms of these city and village councils. It’s time to launch a major counteroffensive against the gun control movement. This is the week to do it. Please plan on attending one of these meetings.

There seems to be some wrong information out there. I am presenting an over view on the expected concealed carry law that the Governor will probably sign. It is so the CC knows what to expect and what current ordinances we have that will likely go away. Concealed carry will happen as you know in Illinois. Yes there is a preemption provision in the law about the assault weapons, but there is no ordinance being presented for discussion or approval. I have to cover that as part of the Concealed Carry law. I am not aware or have any direction from the Council at this point and have not pursued one as well. I do not know any of their individual positions on this topic.

On Today’s Legislative Calendar For Gun Rights

Legislative sessions across the country are slowly coming to a close and with it come votes on gun rights issue. There will be important votes today in both Illinois and New Jersey.

The Illinois Senate will be voting on a number of bills that impact gun rights. Perhaps the most important one will be on their version of a concealed carry law. The bill is HB183 Gun Safety and Responsibility Act and is sponsored in the Senate by Sen. Kwame Raoul (D-Chicago). It is opposed by the NRA, ISRA, and Illinois Carry. The bill is much weaker than SB2193 that passed the State House last week and it preserves home-rule on firearms issues.

The other bills coming up include SB851 Safety Tech sponsored by Sen. Kwame Raoul (D-Chicago), SB1002 Criminal Law Tech sponsored by Sen. Dan Kotowski (D-Park Ridge), and SB1003 Criminal Law Tech sponsored by Sen. Antonio Munoz (D-Chicago). Raoul’s SB851 includes both universal background checks and a lost or stolen reporting requirement. Kotowski’s SB1002 is a magazine ban bill with an exception for movie and TV productions. Finally, Munoz’s SB1003 increases penalties for firearms violations – even unintentional. All of these bills are opposed by Illinois Carry and ISRA.

The Illinois Senate is scheduled to go into session at 11am Central.

Meanwhile, the New Jersey Senate will be taking up a number of bills that either ban certain firearms or curtail Second Amendment rights. They go into session at 2pm Eastern.

From the Outdoor Wire on S. 2723 and S. 2178:

Senate Bill 2723 — This omnibus bill sponsored by Senate President Stephen Sweeney includes many different gun control sections which will impact retailers and gun owners throughout the state. It suspends Second Amendment rights if one does not have proof of firearms training, including for all current handgun owners; imposes a seven-day waiting period for handgun purchases; bans all private sales of firearms; effectively creates a registry of ammunition purchases and long gun sales.

Senate Bill 2178 — Sponsored by state Senators Raymond Lesniak (D-20) and Barbara Buono (D-18), this bill is a flat-out statewide gun ban on possession of .50 caliber firearms. The current version was amended to make this bill effective immediately upon enactment.

Other bad bills include S. 2485 which bans anyone who is on the No-Fly list from having either a firearms ID card or a pistol purchase permit and S. 2467 which mandates divestiture in gun companies by the state pension system.

The New Jersey Second Amendment Society issued an alert yesterday on these and other bills. It can be found here and gives contact information.

If you are a resident of either state, I’d urge you to contact your state senators as well as senate leadership to register your opposition to these bills.

UPDATE: In what may come as no surprise, the New Jersey Senate passed all the gun control bills before it. Sebastian has the whole story here. One needs only to see this video to understand the disdain those in power in the Garden State hold both the 1st and 2nd Amendments. If the State Trooper’s shirt had been either brown or black, you’d have sworn a time machine had transported you to the era of the Third Reich.

No word yet on any grand compromise from Illinois on concealed carry.

Mag Ban On The Move In Illinois

Sen. Dan Kotowski (D-Park Ridge) is now pushing SB 1002 which would ban magazines over 10 round capacity. A “special” feature of this bill are large fines and prison time for possession of standard capacity magazines for AR-15s and other modern sporting rifles.

The ISRA Alert on this bill is below. Please notice their warning in the last paragraph. It seems Sen. Kotowski has no problem using the Illinois State Police as his private storm troopers to stifle dissent.

The Illinois State Rifle Association issued an urgent alert this morning regarding moves by State Senator Antonio Munoz (D-Chicago) that, if passed, would result in the banning and confiscation of all magazines over 10 round capacity.

Anti-gun Chicago Sen. Antonio Munoz today filed an amendment to SB1002 that would result in the banning and confiscation of all magazines over 10 rounds.

THE BOTTOM LINE: If Munoz’s bill passes, you’d go to jail longer for having a standard AR-15 magazine in your own home than you would if you robbed a liquor store.

HERE’S WHAT YOU NEED TO DO TO PROTECT YOUR GUN RIGHTS:

ISRA On Concealed Carry For Illinois

Playing fast and loose with your constitutional rights is just business as usual for some politicians in the State of Illinois. As this latest message from the Illinois State Rifle Association makes clear, the Madigans – father and daughter – are just the latest in a long line to do so.

THE MADIGANS ARE PLAYING POLITICS WITH YOUR FAMILY’S SECURITY

As most readers know by now, the appeals court has directed the Illinois General Assembly to pass a concealed carry bill by June 9th. As might be expected, the leadership of the House and Senate have been employing every trick in the book to avoid complying with the court order.

The first stalling tactic came when Attorney General Lisa Madigan asked for a review of the decision by the full appellate court. The court refused and told the legislature to get back to work and pass a concealed carry law by the deadline.

Once Madigan’s request was shot down, it was time for the General Assembly to work its own special brand of magic. Gun grabbers in the House introduced a “concealed carry” bill with a couple of dozen amendments containing foolish restrictions on concealed carry along with unacceptable gun control provisions.

After that came gun-hater Kelly Cassidy’s “concealed carry” bill which was so insanely restrictive that it only garnered 31 votes in the House.

A few days after Cassidy’s flop, the House voted on the ISRA-supported HB0997 carry bill. Unfortunately, the bill fell a few votes short of the supermajority requirement imposed by House Speaker Mike Madigan. Once again, the security of law-abiding Illinoisans took a back seat to the politics of gun control.

Meanwhile, over in the Senate, anti-gun Sen. Kwame Raoul was crafting a so-called “compromise” concealed carry bill. Under the provisions of this bill, applicants for concealed carry would pretty much have to surrender most of the protections they enjoy under the Bill of Rights. Furthermore, the bill would have given Cook County special powers to deny carry permits, even though the applicant had passed muster with the FBI and Illinois State Police. In other words, average citizens living in Cook County would be denied the right to defend themselves. Of course, it would be a different story for the county sheriff’s political supporters.

Just yesterday, Attorney General Lisa Madigan announced that she has asked the U.S. Supreme Court for a 30-day extension for filing an appeal of the lower court’s requirement that Illinois pass concealed carry. Madigan’s latest stunt is purely political as she hopes to push back any action on concealed carry to a time where it becomes an issue in the 2014 elections. In essence, the political interests of the Madigan family trump the security of your family.

At the moment, we are not sure how all this will play out. There are numerous possibilities and, when your action is needed, we will alert you. So, keep an eye on your in-box.

You may rest assured that the ISRA will not waver in its commitment to deliver a “shall issue” carry bill. We will not accept any bill that denies people the right to self defense because of their ZIP Code. We will not accept any requirements that make it impossible for everyday law-abiding citizens to afford the cost of a permit in terms of either time or money. We will not accept any sort of “compromise” bill that bans semiautomatic firearms or limits magazine capacity or any of the other gun control garbage on the grabbers’ wish list.

We will not accept any sort of “may issue” carry bill. The ISRA and its fellow litigants in the McDonald and Shepard cases did not go to the expense of trial just to bring home a half a loaf or less. In fact, any politician who votes for a “may issue” carry bill will instantly earn a grade of “F” – regardless of past voting record. Yes, our commitment to your security runs that deep.

In the mean time, here is what you need to do to help ensure that a “shall issue” carry bill passes:

1. Contact both your State Senator and your State Representative. Politely tell the person who answers the phone that you are a law-abiding Illinois gun owner and that you will not accept any “may issue” concealed carry bill or any bill that excludes Cook County or any other jurisdiction. Advise the person that you expect the Senator or Representative to vote for “shall issue” legislation such as that provided for in HB0997.
