ISRA Issues Urgent Alert On Mag Ban Legislation

The Illinois State Rifle Association issued an urgent alert this morning regarding moves by State Senator Antonio Munoz (D-Chicago) that, if passed, would result in the banning and confiscation of all magazines over 10 round capacity.

Anti-gun Chicago Sen. Antonio Munoz today filed an amendment to SB1002 that would result in the banning and confiscation of all magazines over 10 rounds.

THE BOTTOM LINE: If Munoz’s bill passes, you’d go to jail longer for having a standard AR-15 magazine in your own home than you would if you robbed a liquor store.

HERE’S WHAT YOU NEED TO DO TO PROTECT YOUR GUN RIGHTS:

1. Immediately contact your State Senator and politely tell the person who answers the phone that you are a law-abiding Illinois firearm owner who opposes SB1002. Advise the person further that you would like the Senator to vote against SB1002 should it come to the floor.If you do not know who your State Senator is, the Illinois State Board of Elections has an interactive search page here:

The Demand Curve Has Shifted To The Right

With all the new shooters coming into the market, the demand curve for ammunition has shifted significantly to the right. In other words, the market for ammunition has grown and grown substantially. Unfortunately, supply has not kept up with demand. One just has to go to the sporting goods department at any Walmart to understand that.

One of the common questions that Rob Morse and I asked of ammo producers last week at the NRA Annual Meeting was about supply and whether we’d be seeing the shortage easing. The answer was always that they were working at full capacity and they didn’t know when they’d catch up with demand. The problem for manufacturers beyond filling orders is deciding whether or not this current demand for ammunition is a short term up-cycle.

Remington has made the decision that the increased demand for ammunition is here to stay. As reported in the Outdoor Wire this morning, Remington announced a $32 million expansion to their ammo plant in Lonoke, Arkansas. They expect this new capacity to come on line in the second quarter of 2014.

“We are proud to provide job growth within communities that have supported us for so many years, while meeting the increasing global demand for superior ammunition products,” said Jim Grahlmann, Lonoke Plant Manager. “This expansion reinforces our commitment to deliver the finest quality products for our customers.”

“We continue to invest in all of our manufacturing operations because we are committed to ensuring quality, increasing product availability and improving on-time delivery,” said Kevin Miniard, Chief Operating Officer of Remington. “This significant investment in Lonoke is a testament to that commitment. Our customers can count on Remington to invest in its manufacturing operations in order to ensure that its facilities are state-of-the art and its employees are the best in the industry.”

If Remington is willing to spend $32 million to expand plant and capacity, it is as good an indicator as any that the increased demand we are seeing for ammunition is not just some short term event. Remington is betting house money that it is here to stay.

North Carolina Democrats Seek To Use Passage Of Omnibus Gun Bill For Fundraising

The North Carolina House Democratic Caucus is trying to use passage of HB 937 which amended a number of North Carolina’s firearms law as a fundraising tool. Not surprisingly, they misstate much of what was in their amendments.

Those “common sense gun safety” amendments included background checks for all private sales – not just at gun shows. That amendment also used terminology straight out of Mayor Bloomberg’s playbook especially in how they defined transfers. The other amendments that they offered would have restricted magazines to 10 rounds, mandated a safe storage law,  banned the storage of firearms in locked cars on university and community college campuses, and increased the penalty for consuming alcohol while carrying concealed. It is already against the law to consume alcohol while carrying. The intent of this last amendment was clearly to give the Democrats a campaign tool.

I find it amusing that Rep. Darren Jackson (D-Wake) would say that the Republicans voted in lockstep on each and every amendment. There were 12 amendments proposed to HB 937. 11 of these amendments had a recorded vote. Examining the votes on each amendment, I see only two – Amendment 6 and Amendment 11 – where even one Democrat voted in the affirmative to the tabling motion. By contrast, on every amendment, you have one or more Republicans voting against tabling the amendment. Indeed, on Amendment 6, you have 11 Republicans voting the same way as the Democrats. Let me put it bluntly – Rep. Jackson is a hypocrite.

If Rep. Jackson wants to hold the Republicans responsible for their votes, I say fine but it works both ways. If you are a North Carolinian and you have a Democrat who says he or she is pro-gun as your state representative, call them out on it. Pro-gun representatives don’t vote for draconian magazine bans like each and every Democrat in the NC House did on Monday and Tuesday. A pro-gun representative would not have voted to criminalize private sales and transfers of firearms unless they had a NICS background check. A pro-gun representative would not have used the language provided by Mayor Bloomberg and his Illegal Mayors.

It is not enough to just vote against these hypocrites come 2014. They must be called out now in letters to the editors, posts on forums, and with calls and letters to their offices. Put them on notice that we have seen how they treat gun rights.

Do you want a person sitting next to you and your family in a restaurant to be drinking and handling a firearm?
 
I believe most people would agree the
common sense answer to that question is ‘no,’ but common sense was the
last thing on House Republicans’ minds last night when they pushed
through House Bill 937.  This bill will allow guns in bars and concealed
weapons on university and community college campuses.  Republicans
loosened our gun laws and endangered public safety.  Stand with the
House Democrats on gun legislation today by contributing $50, $25, $10
$5 or whatever you can afford.
 
While Republicans tout the Second
Amendment as justification for this bill, we know it is not a Second
Amendment bill but rather a policy issue.  I am not anti-gun and I am
not anti-Second Amendment.  I grew up with firearms and I own firearms,
but I know that alcohol and firearms don’t mix just as alcohol and
driving don’t mix.  
 
House Democrats tried to speak up for the
majority of our state and offer common sense gun safety legislation.
 We offered five amendments to the bill that would require background
checks for firearms at gun shows, disallow firearms on our college
campuses and strengthen the penalties for carrying a firearm while
consuming alcohol.  
 
Republicans voted in lockstep five
different times to have our common sense amendments lie upon the table,
cutting them off without debate.  This was nothing more than a cheap,
procedural trick on the part of House Republicans, but tricks will not
save their members from taking a position on these issues.  Their votes
last night made their positions clear and put them on the record.  House
Democrats will hold them responsible for those votes.  Help us show the
House Republicans that voters are smart enough to see through
procedural tricks by contributing $50, $25, $10, $5 or whatever you can
afford today. 
 
As my colleague Rep. Deborah Ross pointed
out last night, “This is not something that makes our state a better
place.”   While our efforts were foiled yesterday, we will continue to
hold Republicans accountable for their actions and stand up for
legislation that best represents the hard-working citizens of this
state.

NSSF Ditches Reed Exhibitions For SHOT Show

The National Shooting Sports Foundation, sponsor of the SHOT Show, announced today that they ended their agreement with Reed Exhibitions to produce and manage the show. Reed, who managed both the SHOT Show and the Eastern Sports & Outdoor Show, ran afoul of gun owners when they said they were banning the display of “modern sporting rifles” at the Harrisburg show. Reaction from both gun owners and exhibitors was swift and severe leading to the eventual cancellation of this year’s show.

At the time, NSSF said they were evaluating “all options regarding the management of future SHOT Shows.” It is now official – Reed Exhibitions is out. Losing a show the size of the SHOT Show has got to hurt and I, for one, hope it hurts a lot.

From NSSF’s announcement:

The National Shooting Sports Foundation (NSSF), the trade association for the firearms industry, today announced that it has reached an agreement with Reed Exhibitions to terminate the agreement the parties had for the management of the SHOT Show. Accordingly, effective immediately, Reed Exhibitions will no longer be manager and producer of the SHOT Show.

Reed Exhibitions provided excellent service to NSSF and the customers of the SHOT Show for more than three decades, however, the company’s decision to restrict the sale of certain types of firearms this year at its consumer hunting and fishing show — an event unrelated to NSSF and the SHOT Show — was in conflict with NSSF’s mission to serve the shooting sports industry. As a result, both organizations decided it was in the best interest of the SHOT Show to end their relationship.

NSSF is actively engaged in the process of identifying a new show management company to manage and produce the SHOT Show beginning with the 2014 SHOT Show.

The SHOT Show — the Shooting, Hunting and Outdoor Trade Show — is owned and sponsored by NSSF. It is the largest and most comprehensive trade show for all professionals involved with the shooting sports, hunting and law enforcement industries. The 2014 SHOT Show will be held Jan. 14-17 at the Sands Expo and Convention Center in Las Vegas.

A Real Gun Safety Bill

Given that the gun prohibitionists are trying to rebrand themselves as “gun safety” groups, it is nice to see someone introduce a bill that actually does improve firearm safety and their safe storage. Rep. John Carter (R-TX) has introduced HR 1883 which would amend the Internal Revenue Code to provide a tax deduction for the purchase of a gun safe or other firearms safe storage device. The bill is called the Secure Firearms Act and has been co-sponsored by Rep. Henry Cuellar (D-TX). It is important to note that this bill has been endorsed by the NRA, NSSF, and Gun Owners of America.

From Carter’s release on the bill:

(WASHINGTON, DC) – Keeping more firearms away from unauthorized users would prevent many cases of gun violence with no threat to the 2nd Amendment Rights of law-abiding citizens, and that could be rapidly achieved through bi-partisan legislation introduced today in the House by Homeland Security Appropriations Subcommittee Chairman John Carter (R-TX31) and fellow Homeland Security Appropriations Subcommittee Member Henry Cuellar (D-TX28).

“The most common factor in the mass shootings over the past years is that people who should not have had access to firearms managed to acquire them anyway,” said Carter, a former Texas district judge. “We don’t attempt to address all the reasons for that in this bill, but specifically target better security of firearms by law-abiding citizens through incentives, not mandates.”

“While nationally there has been much discussion over how to prevent mass shootings, there is no debate over the need to promote responsible firearm ownership,” said Cuellar. “As a concealed handgun license holder and strong supporter of 2nd amendment rights, this is a common sense first step towards increasing access for Americans to purchase devices that will prevent the misuse of firearms. While this legislation is not meant to be a ‘fix-all’, this is a bipartisan idea that Congress should immediately act on. I’m proud to join my fellow Texan and friend, Chairman Carter on this important legislation.”

Mass shootings at Columbine High School, Virginia Tech, Tucson, Aurora, and Newtown all involved people who should not have had access to firearms. The most recent Newtown tragedy revealed the shooter’s mother passed the federal background check, legally acquired weapons, and bought a safe, but apparently left the safe unlocked and the weapons exposed to her mentally unstable son.

“As responsible gun owners, let’s make sure our weapons are more secure in the future,” says Carter. “We can use this legislation to kick off a nationwide push to put gun safes or security devices in every home with unattended firearms by the close of 2014, and then let’s push for everyone to use them,” Carter says. “That’s a specific goal that will reduce gun violence by a date certain, and a goal that Congress, the President, and the firearms community can unite behind.”

The Secure Firearms Act includes:

  1. Up to a $1,200 tax deduction to purchase a gun safe and/or security devices through December 31, 2014.
  2. A prohibition on the IRS use of tax deduction claims to produce any form of gun owner registration. 


The White House officially called for improving safe gun storage on January 16, as part of President Obama’s initiative to reduce gun violence, writing “The President believes that the Second Amendment guarantees an individual right to bear arms . … .But this right comes with a responsibility to safely store guns to prevent them from accidentally or intentionally being used to harm others. To that end, the President will launch a national responsible gun ownership campaign.”

In addition to the President’s call for safe gun storage, the Secure Firearms Act is endorsed by the National Rifle Association, Gun Owners of American, and the National Shooting Sports Foundation.

“The NRA is the national leader in teaching firearms safety, and we support the Secure Firearms Act of 2013 which encourages the safe storage of firearms in the home,” said James Baker, director of NRA’s Institute for Legislative Action Federal Affair Division. “Rep. John Carter is a leader on this issue, and we look forward to working with Members of Congress to pass this sensible legislation and provide a much-deserved tax credit to responsible firearm owners.”

“This proposal encourages improved firearms storage security with no threat to the right to keep and bear arms,” said Gun Owners of America President Larry Pratt. “The bill provides a solid benefit to law-abiding gun owners nationwide, and will increase public safety in the process. We need more well-conceived bipartisan legislation like this in Congress.”

“Members of America’s firearms industry thank Rep. Carter for his leadership in offering a real, bi-partisan solution that will help to make our families safer by helping gun owners to responsibly and safely store their firearms when not in use so that they are inaccessible to unauthorized and at-risk individuals,” said Lawrence G. Keane, National Shooting Sports Foundation senior vice president and general counsel.

“The issue of firearms is emotionally-charged, over which it is sometimes difficult to find common ground for many Americans,” says Carter. “But this is one bill that will reduce illegal firearms use, is constitutionally-sound, paid for with appropriate corresponding budget cuts, and should be supported by all sides on this debate. I encourage the President to immediately endorse this legislation, and for our House and Senate leaders to rapidly move this bill to his desk. If we succeed, we will show the American people we can work together on tough issues to do what is right for the country.”

The National Shooting Sports Foundation sent out a release this morning that echoes their comments in Rep. Carter’s press release.

The bill’s language isn’t available on-line yet but I like what I’m seeing here. I also like the idea of getting a tax deduction for buying a new safe to hold all those new guns I plan to buy!

Books Brought Back From Houston

While I was in Houston attending the NRA Annual Meeting, I was given a few books by the authors. I will be doing reviews on them as soon as I finish reading them.

The first is by Mike Detty. Mike was an Arizona gun dealer who became intimately involved in an BATFE operation as a confidential informant. That operation was called Operation Wide Receiver and was the predecessor to Operation Fast and Furious. Like Fast and Furious it involved selling firearms to strawmen for the Mexican drug cartels. Also like Operation Fast and Furious, the BATFE lost track of these guns. Mike’s book is entitled Guns Across the Border: How and Why the U.S. Government Smuggled Guns into Mexico: The Inside Story. The book has an introduction and forward by Sharyl Attkisson and David Codrea respectively.

The second books is a short little paperbook by Dave Kopel that is part of the Encounter Broadsides series. It is entitled The Truth About Gun Control. This looks to be one of those books that you’ll buy to hand out to your friends – especially those on the fence about gun control.

The final book is one I stumbled across at the Crimson Trace booth. It is by Richard Mann and discusses handgun training for personal protection. Richard was doing a book signing and handing out free copies so I took one. The book includes material on how to select the best sights and lasers along with how to integrate them into training. The title of this book is Handgun Training for Personal Protection: How to Choose & Use the Best Sights, Lights, Lasers & Ammunition.

Celebrating The State Run Media

President Barack Obama’s Twitter feed is celebrating the role that his campaign organization spin-off Organizing for Action and its supporters have played in getting media attention for gun control.

It really shouldn’t be that hard for them as the mainstream media – both nationally and locally – is just an extension of the White House’s Communications Office.

Is it just me or does having a personal propaganda organization outside of the normal channels seem a bit too reminiscent of the cult of personality that was built up around Hitler, Stalin, Mussolini, and others of their ilk?

SAF Congratulates NRA On Record Attendance At Annual Meeting

In a nice gesture, Alan Gottlieb of the Second Amendment Foundation issued a release yesterday congratulating the National Rifle Association on their record turnout in Houston for the Annual Meeting. While I saw Alan at the SAF booth in Houston, I didn’t get a chance to stop and talk.

BELLEVUE, WA – The Second Amendment Foundation today congratulated the National Rifle Association for its record-breaking turnout over the weekend at the 142nd annual meetings in Houston, Tex.

“With a turnout of more than 86,000 members and guests, many of whom became new members, the NRA can be justifiably proud,” said SAF founder and Executive Vice President Alan Gottlieb, himself an NRA Life member. “It sends a strong signal to the gun prohibition lobby that America’s firearms owners are more committed than ever to protect their Second Amendment right to keep and bear arms.”

Gottlieb also offered sincere congratulations to Jim Porter, the newly-elected NRA president, succeeding Gottlieb’s longtime friend David Keene.

“There is no doubt that Jim Porter is devoted to protecting the Second Amendment,” Gottlieb stated. “We offer him our best wishes and hopes for a very successful presidency.”

SAF exhibited at the event and staff was in attendance at the members’ meeting, and Gottlieb noted that Houston made all NRA members feel very welcome.

“Without doubt,” he said, “this was a truly well-organized gathering, and considering the turnout, NRA staff clearly did a monumental job.

“We’re looking forward to late September,” he concluded, “when SAF and the Citizens Committee for the Right to Keep and Bear Arms will be back in Houston for the 27th annual Gun Rights Policy Conference. After this weekend’s remarkable experience, it’s certain that Texans are not only ready to stand and fight to protect their firearms rights, but they will, as always, fight to win.”

GRNC On Passage Of HB 937 By NC State House

The North Carolina House of Representatives passed HB 937 – Amend Various Firearms Laws – on the Third Reading. They also tabled a number of amendments which would not only have weakened the bill but would have added things like magazine restrictions, background checks, and safe storage laws. What the bill does do is clarify park carry, allow restaurant carry and carry in events that charge admission, and allows concealed carry holders to have firearms locked in their vehicles on university and community college campuses.

What was sad is that only one Democrat voted for the bill. That was Rep. Paul Tine (D-Dare) of Kitty Hawk. He is to be congratulated. The rest of the Democrats in the State House including some that ostensibly were “pro-gun” not only voted against the bill but for the weakening amendments. I’ll have a subsequent post up on those amendments and who voted for them later.

In the meantime, Grass Roots North Carolina is quite pleased that the Republicans stood firm “with those that brought them.” It goes on to the State Senate where it will face continued opposition from the leadership of the University of North Carolina System and a number of Democrats. GRNC is asking that people ask Senate President Pro Tem Phil Berger (R-Rockingham) to stand firm this time.

Standing Firm

In recent months, GRNC has spent plenty of time beating on Republican leaders for failing to “dance with the ones that brought them,” namely failure to move gun legislation after gun owners came out strong in the 2012 elections.

Perhaps that message got through: On Monday and Tuesday, Republicans stood firm in defending House Bill 937, “Amend Various Gun Laws,” against an onslaught of anti-gun amendments proposed by Reps. Darren Jackson (D-Wake, GRNC 0-star), Paul Leubke (D-Durham, 0-star), Verla Insko (D-Orange, 0-star), Pricey Harrison (D-Guilford, 0-star) and others. Thanks are due in particular to Speaker Thom Tillis (R-Mecklenburg, ****) and Rules Chair Tim Moore (R-Cleveland, ****).

As weakening amendment after weakening amendment was introduced, Rep. Tim (“The Hammer”) Moore and Rep. Justin Burr (R-Montgomery, Stanly, ****) shot them down with motions “lay the amendments on the table.” But for their efforts, North Carolina gun owners could have been saddled not only with weakening amendments to the original bill, but also to exactly the sort of universal gun registration and standard capacity magazine bans you just defeated at a federal level.

Rep. “Yellow Star” Jackson, who previously tried to brand gun owners by their drivers’ licenses much as Nazi’s put Yellow Stars on those bound for concentration camps, was particularly relentless, earning GRNC-PVF’s special attention in future elections.

Eloquent defense of gun owners was also given by Reps. John Blust (R-Guilford, ****), Bert Jones (R-Caswell, Rockingham, ****), Larry Pittman (R-Cabarrus, ****), John Faircloth (R-Guilford, ****) and others. It should be noted that Tillis ran a tight ship, ruling for early termination of “surprise” amendments not previously submitted to legislators for review.

What Next?

HB 937 now heads for the Senate, where it will undoubtedly find an equally rocky path. In addition to UNC opposition, campus carry is one thing Senate leadership has not signed off on. You input to Senate President Pro Tem Phil Berger (R-Guilford, Rockingham. ****) will be necessary to move the bill.
