Last Chance For Constitutional Carry In NC

Permitless concealed carry passed the North Carolina House of Representatives over a year ago. Since then it has been bottled up in the State Senate and has not gotten a hearing nor a vote. Now that the Republicans have lost their supermajority in the General Assembly, any action on permitless concealed carry has to happen now. There is not a chance in hell that Gov. Roy Cooper (D-NC) won’t veto it and there is also no way for it to get passed without the Republicans sticking together and overriding that veto.

Grass Roots North Carolina is asking North Carolinians to contact Senate President Phil Berger and demand that a vote be taken. Their alert is below:

Senate Leadership’s Past Inaction
In recent months, North Carolina’s Republican senate leadership disappointed us with their inaction. Senate President Pro Tempore Phil Berger’s ostensibly pro-Second Amendment party had the numbers necessary to override a governor’s veto. To pass HB-746 (Permitless Concealed Carry and more), the NC Senate certainly had the support of the people. In fact, North Carolina gun owners, and other pro-civil rights citizens, were not only supportive of the bill, they downright demanded it. Yet, Senator Berger and Senate Rules Committee Chair, Senator Bill Rabon, didn’t deliver. They decided not to shepherd this excellent pro-gun bill through the NC Senate (it has already passed the NC House).

The Future Looks Freer
Fortunately, today is a new day—the past is the past. Rather than lamenting Senator Berger’s and Rabon’s past missteps, it’s time we offer solutions for a brighter future, and we at GRNC see Permitless Concealed Carry headed this way.

At this point in time, until January, Republicans still maintain a veto-proof majority in the NC Senate, just as they do in the NC House. Any perceived impediments to making HB-746 the law in our state are just that: perceived—but not real. At this moment, no obstruction is solid, and none can stand in the way of HB-746. Only Republican leaders themselves can stop it. Of course, the clock is ticking…

Preparing for Future Victories
Should Senator Berger, Rabon and other senate leaders once again fail to act, it would only be another demonstration of the behavior that caused the loss of their veto-proof majorities (starting in January). Becoming squishy on gun rights, inaction and half-measures—these are the things that cause voters to sit home on Election Day, and this surely influenced the lackluster election results. Bold action, adhering to campaign rhetoric, and sweeping advances of the people’s rights—these are the things that victories are made of, and we can only hope that Senator Berger and others have learned this lesson, and have already started preparing for future victories. (Hint: passing HB-746 would be a good start).

Use Special Session Of NC Senate To Do Something On Gun Rights!

The North Carolina Senate is being forced back for a special session to deal with the wording of some the proposed constitutional amendments that will be on the ballot in November. One of the amendments to be voted on deals with making hunting and fishing constitutional rights under the NC Constitution. That’s nice but the reality is that Republicans in the State Senate think such an amendment will placate gun owners despite their sitting on a bill authorizing permitless concealed carry.

The Republican majority still think backing hunting is supporting the Second Amendment and gun rights. That might have been fine when all you had was Gun Culture v. 1.0 but we have moved to Gun Culture v. 2.0 and beyond.

Grass Roots North Carolina recognizes this and they also recognize that this special session is an opportunity for the Republicans to actually do something with regard to gun rights.

Thus far, the NC Senate has made 2018 a dud for gun-rights
voters, but there is an opportunity for redemption, and just in time for
the
election…

For better or worse, a judge
has
effectively forced the NC Senate to convene a special session in order
to fine-tune the language in some of this November’s proposed
amendments.  This is great news for both gun owners and GOP senators.

Republicans Have Miscalculated

During this year’s regular session, NC Senate President Pro Tempore Phil Berger, Rules Chairman Bill Rabon, and other Senate
Republicans have completely ignored gun owners. Had they simply passed HB-746
(permitless concealed
carry), they would have lived up to their recurring campaign rhetoric,
as well as their party’s platform. Instead, they chose to punt, perhaps
to avoid an issue they perceived to be controversial. Unfortunately,
that’s not courageous and that’s certainly not leadership.
Disregarding pro-gun voters, who are basically the Republican
base, is ill advised preceding a mid-term election where majorities are
up
for grabs, and Republicans need every vote they can scrounge. With that
in mind, perhaps it’s fair to say that Senate leaders have
miscalculated
.

The Good News for Senate Republicans

By a serendipitous twist, NC senators now have a chance to redeem
themselves in the eyes of their base, and just in the nick of time.
With a special session convening this coming week, there is
no reason GOP leaders can’t give HB-746 a hearing, and make sure it
comes
to the floor for an up or down vote
. This simple action would please the grass roots voter, while ensuring more freedom and a greater
level of safety for all North Carolina citizens.

Good News for Gun Voters

The good news for gun owners is that the NC Senate may
actually use this opportunity to show you, the gun-rights voter, that
they
haven’t forgotten you. They may actually do the right thing, even if
it’s only to court your vote in November. No matter the reason, the
right thing is still the right thing, and perhaps we should expect
Republican senators see it our way this coming week.

disappointing short session, I am writing to express both enthusiasm and
hopefulness over an opportunity for Senate Republicans to redeem their

golden opportunity for Senate Republicans to live up to their pro-gun
campaign language, and to satisfy the pro-Second Amendment principles
documented in the Republican Party platform.

Basically, pro-gun voters are the base of the Republican
Party. That is why it was so surprising to see Senate leadership ignore
this critical voting bloc leading up to a mid-term election, one that is
sure
to be precarious for Republicans. Both polling and history tell us that
Republicans will need all the votes they can scrounge in 2018. With
majorities
on the line, new attention to HB-746 (permitless concealed carry) is the
sure path to motivating the base, and I demand that you pursue this
during
the coming week.

Until
now, Senate President Pro Tempore Phil Berger, Rules Chairman Bill
Rabon, and other Republican leaders in the Senate, have let me down.
Frankly, I am
not excited about voting for increasingly unreliable and complacent
Republican candidates, and it’s fair to assume that many other voters
are
similarly hesitant. A substantive and long-overdue show of support for
gun rights, by passing HB-746 during this special session, would go a
long way
to shrink the chasm GOP senators have opened between themselves and
their voting base. More importantly, passing HB-746 would make North
Carolina both
safer and freer for all of its law-abiding citizens.

I insist that you do the right thing during
this special session. Do what it takes to give HB-746 a hearing and see
that
it is brought to the floor for an up or down vote. I will be monitoring
your actions on this matter through alerts from Grass Roots North
Carolina.

The Stupid Party Strikes Again

The Republican Party is often derisively called the Stupid Party because of the dumb stuff it does. Things like firing my friend Rachel Malone or things like caving to demands from people who will never vote for them. The latter is the case in North Carolina with the Republicans in the North Carolina Senate.

North Carolinians Against Gun Violence (sic), NCGV, a wholly owned subsidiary of Michael Bloomberg’s Everytown Moms for Illegal Mayors, sent out an email early this morning touting their achievement in stopping HB 746 which would have allowed permitless concealed carry. This bill had passed the North Carolina House but stalled in the Senate.

From NCGV:

As reported in previous updates, NCGV was on the lookout for the Senate to taking up HB746, the gun omnibus bill that included permitless carry. If this bill would have passed it would mean that people as young as 18 years old with no training and no background check could carry a hidden loaded weapon in public. Because of NCGV pressure and support, the Senate did not consider the bill. We are proud to report that your support made sure that this bill did not even receive a committee hearing on the Senate side.

As a secondary matter, NCGV spoke with legislators and allies about ensuring that our teachers would not be allowed to concealed carry in schools.

The aadjournment (sic) resolution was not sine die and legislators have scheduled a session in November, presumably to take up matters relating to the amendments. Although the bill is technically not dead, it is incredibly unlikely to be taken up during that fall session.

During the interim, legislators restated their commitment to expanding school safety, studying what more can be done, and working with community partners. NCGV will be in any relevant meetings as they take place during the interim.

So you have a group opposed to civil rights crowing that their pressure stopped Majority Leader Phil Berger (R-Rockingham) and the Republicans in the State Senate from even holding hearings on HB 746 which was an omnibus firearms bill which included permitless concealed carry. Please bear in mind that Republicans hold veto-proof super-majorities in both houses of the North Carolina General Assembly. Please also bear in mind that probably not one person in 100 that supports NCGV will even vote for a Republican for dog catcher. They consider themselves the NC equivalent of “The Resistance”.

Has the Republican Party of North Carolina never heard of the old adage that you reward your friends and punish your enemies?

As that great Southern philosopher Forrest Gump famously said, “Stupid is as stupid does.”

Will NC Republicans Let Permitless Carry Die In The State Senate?

HB 746 passed the North Carolina State House in June of 2017. Entitled the Omnibus Gun Bill, the key feature of HB 746 was permitless concealed carry. As I’ve mentioned before, the North Carolina Supreme Court ruled back in 1922 that it was the right of North Carolinians to carry a firearm openly. Since the passage of HB 746 in the House there has been no action on the bill in the State Senate. It seems the Senate Republicans under the control of Majority Leader Phil Berger want the bill to die from inaction. They did nothing regarding the bill in 2017 and now it seems nothing more will happen regarding the bill in the 2018 short session.

It should be noted that it wasn’t too long ago that both houses of the General Assembly were solidly Democratic. Thanks to the efforts of conservatives and especially gun owners, Republicans hold a super majority in both houses. Grass Roots North Carolina issued an alert this evening asking people to remind Majority Leader Phil Berger and the rest of the Senate Republicans just who brought them to the dance.

Without obvious and immediate action where it is entirely possible and long overdue, any pro-gun campaign rhetoric can be chalked up to crafty but hollow misdirection. As candidates wistfully recall memories involving their daddy’s shotgun, they’ll be quietly hoping like heck that you didn’t read this alert and learn what they really think about protecting and expanding your right to keep and bear arms. Let’s just say, if actions speak louder than words, your gun rights are not their priority.

I am furious after learning that Senate Republicans, by all accounts, intend to allow another year to slip away while taking precisely zero action on pro-gun bill HB 746. It seems as though Republicans have forgotten who “brung ‘em” to the dance, and this is not an acceptable memory lapse.

While you are out on the 2018 campaign trail, be aware that all pro-Second Amendment rhetoric will ring hollow in the wake of the Senate’s inaction, particularly if that trend continues during the 2018 session. There are no carefully parsed words, no glossy campaign mailers, no slick radio ads that will outweigh action in the Senate where real action is entirely possible. Inaction on the other hand speaks volumes.

Pass HB 746 this session. If you don’t, you will lose my vote. And if you have any doubts about the significance of the gun vote, consider Congressman Pittenger’s narrow 2018 Primary loss, after GRNC recommended his opponent due to Mr. Pittenger’s recent anti-gun votes in the U.S. House.

The gun vote makes a difference, and gun owners pay attention to GRNC’s recommendations. Pass HB 746, or face a loss in November. I will be closely monitoring your actions on this issue through alerts from Grass Roots North Carolina.

The North Carolina General Assembly returns to Raleigh on October 11th and Squish and his friends at Grass Roots North Carolina will be there to welcome them back. HB 746, which would allow permitless concealed carry among other things, is still stuck in the State Senate. While it has passed the House, Senate leaders seem to think bowing down to a certain wealthy ex-mayor and his hired minions is preferable to listening to those that got them elected.

Do you remember all of the speeches
during the last election cycle, how the Republican candidates couldn’t
say
enough about how pro-Second Amendment they are? Unfortunately, it seems
that Republicans have since become complacent, and they are taking gun
owners
like you for granted.

We know this because House Bill 746 is still stuck
in the Senate, a bill that gives NC Republicans a perfect opportunity to
follow through on their campaign rhetoric. Yet, “stuck” is the key term
here, not “follow through.” 

Worse yet, we
know that Michael Bloomberg’s out-of-state money has been hard at work
in North Carolina, with a few well-paid operatives whispering fear and
doubt
into the ears of our elected leaders. This isn’t a new game for them,
since they prognosticate doom about every pro-Second Amendment measure
that
comes up … and when these pro-gun bills are passed into law, their
fears of doom are proven to be completely unfounded. Still, we want to
make sure
that responsible, law-abiding gun owners are being seen and heard by
their elected leaders. Let’s remind them that rich New Yorkers and a few
paid
minions don’t speak for us in our state legislature.

The Proper Response To GOP Requests For Money Is No

I received a plea for money today from Phil Berger who is the President Pro Tem of the North Carolina Senate. He was one of the politicians visited in Raleigh last week in GRNC’s Squish the Magic RINO demonstration. He was targeted because HR 746 which would allow permitless concealed carry is still bottled up in the North Carolina Senate.

The proper response to any of these supposedly pro-gun Republicans asking for money is NO. As I said in my response to Sen. Berger, I wanted to see action and that means both bringing bills to a vote and an affirmative vote.

Any damn fool in Congress or a state house can introduce a bill. It doesn’t mean it has a chance in hell of being passed. That is just a means of appeasement.

HB 746 is languishing in the North Carolina Senate waiting to be sent to the floor. Meanwhile, both national reciprocity and the Hearing Protection Act (or its variants) have not made it to the floor of either chamber of Congress. It is long past time for the state and national GOP to reward some of their most faithful supporters with passage of pro-gun legislation. Until I start to see some action, my checkbook stays closed.

Meet Squish The Magic RINO

While I may have hated what Saul Alinsky stood for, I must admit his Rules for Radicals does come in handy when pushing for gun rights. Grass Roots North Carolina has learned this lesson and plans to unveil their version of Rule No. 5 tomorrow. That rule states “Ridicule is man’s most potent weapon” and GRNC plans to make the most of it. They will have a new mascot to go along with their bulldog. The new mascot is named Squish the Magic RINO. You can guess where that name came from.

To protest the failure of the North Carolina Senate to bring HB 746 which included permitless concealed carry to the floor for a vote as well as to highlight those Republicans in the House who voted against the bill, they plan to have a rally in Raleigh against these Republicans in name only. Given that the Republicans achieved a super-majority in both house of the General Assembly through the hard work, efforts, and votes of gun owners, they need to be reminded that they should be dancing those that brung them. It seems that some of these Republicans would rather be beholden to Michael Bloomberg than to the voters of their own districts.

I think Squish makes a perfectly fine addition to the roster of mascots. Perhaps, in addition to Squish, there needs to be one called Squirmy because that is what I want to see these Rino guys and gals squirm.

Failure of Senate to pass HB 746 will be topic of demonstration at NC General
Assembly

At 11:00 am on Thursday, August 3,
Grass
Roots North Carolina will hold NC Senate Republicans accountable for the
Senate’s failure to pass House Bill 746 (“Omnibus Gun
Changes”) which would, among other things, bring North Carolina on board
with the 13 states which have already passed permitless carry of
concealed handguns. The event will be held at the Halifax Mall at the NC
General Assembly.

To highlight the fact that some GOP senators
(including Senator Phil Berger?) seem to be behaving like “Republicans
in

Rally Against The RINOs In Raleigh

The North Carolina General Assembly is returning for a special session on August 3rd. Grass Roots North Carolina is preparing a welcome for them called Rally Against RINOs in Raleigh. It is to remind the Republicans that they only achieved their supermajority in both houses due to the efforts of gun owners. The impetus for this rally is the inability of the Republicans in the House to pass HB 746 with a veto proof majority and the refusal of the State Senate to bring the bill to the floor for a vote.

LET’S REMIND OUR REPUBLICANS WHO

PUT THEM IN OFFICE.

Remember in the last election how the Republican candidates couldn’t get enough love from pro-second
amendment North Carolinians? Remember how they promised to be the stalwart guardians of your gun rights?

As expected, they have forgotten who
“brung ’em to the dance.” We know this because House Bill 746 is stuck
in the Senate — the result of petty quibbling and inactivity.
Politicians are always at risk of becoming complacent (especially when
their party holds a supermajority in both the house and the senate), and
they
sometimes need to be reminded of who they work for.

Worse yet: we
know that Michael Bloomberg’s out-of-state money has been hard at work
in
North Carolina, with a few well-paid operatives whispering fear and
doubt into the ears of our elected leaders. This isn’t a new game for
them, since
they prognosticate doom about every pro-Second Amendment measure that
comes up … and when these pro-gun bills are passed into law, their
fears of
doom are proven to be completely unfounded. Still, we want to make sure
that responsible, law-abiding gun owners are being seen and heard by
their
elected leaders. Let’s remind them that rich New Yorkers and a few paid
minions don’t speak for us in our state legislature.

The General Assembly
returns for a special session on Thursday August 3, and we’ve planned a gun rights rally for the mall area between the Legislature
and the Legislative Office Building. Most importantly: we need YOU there to join the chorus of North Carolina’s
law-abiding, responsible gun owners. Together, we can encourage our leaders to move House Bill 746 in this special session.

The
demonstration will take place on Thursday August 3 at 11:00 AM.
This will be a safe, fun, family-oriented event where we will introduce a new
figure to North Carolina’s political scene: Squish the Magic RINO!

Put This On Your Tuesday To-Do List

The Omnibus Gun Bill, HB 746, which contains a constitutional carry provision has been referred to the North Carolina Senate’s Rules Committee. This is the final step before coming up for a floor vote.

It is important that this bill come to the floor before the session comes to a close in the next few days. While the bill was supposed to be on today’s Rules Committee calendar, it doesn’t look like it made it. We need to keep pushing the Republicans on the committee to do the right thing and get that bill out of committee.

Smug Mugs In NC Senate Need A Reminder Who Put Them There

Leave it to Alex Trebek and Jeopardy to help me with a headline.

Nonetheless, the Republicans in the North Carolina State Senate need a reminder that it was gun owners and their votes that helped them get a super-majority. They currently are dragging their feet on HB 746 – the Omnibus Gun Bill – which has passed the House and which contains constitutional carry as one of its provisions. With the projected adjournment date of July 1st fast approaching, they need to act soon or all gun rights legislation will be lost for 2017.

Grass Roots North Carolina is calling upon gun owners to contact the Republican leadership, all Republican state senators, and their own state senator to urge them to get a move on regarding HB 746.

After pro-gun posturing by
Republicans in the NC Senate, it turns out they may never have had any
intention of
voting with gun owners on HB746. Senate leadership insisted, as long as
gun owners were patient, as long as we were quiet, and we minded our
“Ps&Qs,” we could count on the Senate to uphold their own Party
platform, live up to campaign rhetoric, and push Constitutional Carry to
the governor’s desk. Well, we’ve re-learned the lesson about the value
of a politician’s promises. With the projected date of
adjournment fast approaching, July 1st, Republican senators have yet to
budge on Second Amendment legislation.  If they don’t move
NOW, all gun legislation is likely dead for 2017!

Thank goodness for the ballot box. Every time
an
election is over, there is always another one just down the road. And
nowadays, voters have electronic reminders on their phones, a
twenty-four hour
news cycle, GRNC’s alerts, and GRNC’s “Remember in November” campaign to
remind them during Primary season, and again in November,
which politicians stood with them, and which did not. Nowadays, finding
new blood to send to Raleigh is almost too easy.

With that in mind, we’re
asking you to once again phone a couple of key Republican senators,
along with your own senator, and to also send an email to the entire
Republican
Senate. It appears that the entire Republican caucus may be giving you
the brush off, and one wonders if they’re having a good laugh over the
little
trick they played: “Be patient with us, and we’ll live up to our Party’s
platform and our campaign promises.”

Wipe That Smug Smile off Their Faces

Well, we’re not laughing, and if these senators do not immediately
redeem themselves in the eyes of gun rights supporters, we the voters
will
have the last laugh—during election season. Below, see how you can

I am writing today because it

that the Republican Senate’s interest in passing Constitutional Carry
and other pro-gun legislation, in the form of HB746, may have been
entirely insincere.
To be clear: I am insisting that HB746 be moved through
caucus and to the Senate floor on Thursday, June 22nd; not a day later.
I fear that senators’ talk about gun rights was only
posturing designed to hush gun owners while Republicans quietly brushed
us off. I am insisting you alleviate that fear with action. 

This
non-action on gun rights is unacceptable, and I assure you, if the
Republicans in the Senate do not redeem themselves by sending HB746 to
the floor
for a vote, and ultimately to the Governor’s desk, there will be heavy
political consequences. Keep in mind, after you adjourn this year, there
is yet another legislative session next year, and gun owners like me
will not stop pushing for our civil rights. We will continue to demand
that you
live up to your pro-gun rhetoric.

have voters had so much power at their fingertips. Memories have never

Frankly, I am incensed
over your treatment of gun owners like me. We’ve done our job. We have
consistently renewed your veto-proof majority, and supported you when
you needed us, with our money and our votes. Now, as our
representatives,
it’s time to live up to your end of the bargain. Support the Party
platform you profess to believe in. Follow through on your pro-Second
Amendment campaign rhetoric.

Move HB746 to the Senate floor for a vote
now—on Thursday, June 22nd. Vote “yes,” and send it to the
Governor’s desk. Voters will not forget your actions during this
